February 23, 2004 Page 377 <br /> <br />Northwest Area Plann%ng Session - Proposed Date of March 27 <br /> <br /> Mr. Day reported that he had met with local municipal managers <br />regarding a Northwest Arwa Planning Session as discussed during the Board's <br />retreat in January. The session will begin at 9:00 a.m. on March 27, 2004, <br />at the South Campus of Rowan-Cabarrus Community College. Participants will <br />include officials from Cabarrus County and the cities of Concord and <br />Kannapolis along with representatives from the Towels of Huntersville and <br />Davidson. Issues to be discussed include the Highway 73 Corridor Plan and <br />development issues in the Northwest Area of Cabarrus County. <br /> <br /> Commissioner Carpenter, liaison to the Town of Harrisburg, stated the <br />Harrisburg Town Council would like to meet with the Board to discuss zoning <br />and other issues. <br /> <br /> Mr. Day reported that the managers and mayors of local municipalities, <br />including Harrisburg, would meet in mid-March to discuss transitional zoning <br />issues. <br /> <br />Phase II U~fit Design Services for Rowan-Cabarrus Community College <br /> <br /> Martin Boal Anthony & Johnson (MBAJ) Architecture has submitted a <br />proposal for architectural services for Phase II of the remodeling of the <br />former school administration offices for use by Rowan-Cabarrus Community <br />College (RCCC). The proposed A/E fee is $168,000.00, which is approximately <br />five percent (5%) of the estimated remodeling costs. The company designed the <br />first phase of the project. <br /> <br /> There was brief discussion regarding efforts to expedite this project <br />to provide space for use by RCCC and the fact that the architectural services <br />were not put out for bid. <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />with Commissioners Carruth and Privette and Chairman Freeman voting for and <br />Commissioner Carpenter voting against, the Board accepted the proposal for <br />A/E services at a cost of $168,000.00 with Martin Boal Anthony & Johnson <br />(MBAJ) Architecture, contingent on the financing for the Phase II remodeling <br />project of the former school administration offices for use by Rowan-Cabarrus <br />Community College. <br /> <br /> Vice Chairman suggs arrived at 5:28 p.m. and was present for the <br />remainder of the meeting. <br /> <br />Jail/Justice Center Project - Presentation by Ware Bonsall Architects <br /> <br /> Representatives of Ware Bonsall Architects presented an update on the <br />Jail/Justice Center project. <br /> <br /> Glenn Ware reviewed projected space needs for the Courts based on the <br />projected County population and court filings. The existing Courthouse <br />consists of approximately 75,000 square feet with space needs of <br />approximately 190,000 square feet projected in 2023. <br /> <br /> Steve Allen presented projected space needs for the Sheriff's Operation <br />and the Jail. He advised that the average daily jail population was 213 in <br />2003 with space needs projected for approximately 590 beds in 2030. <br /> <br /> Pete Cayado reported the following four sites in downtown Concord were <br />evaluated on criteria such as proximity to existing Courthouse, size/area, <br />accessibility, topography, potential cost and parking: Site 1 - County <br />parking lot next to the existing Jail; Site 2 - County parking lot on Church <br />Street next to SouthTrust Bank; Site 3 - County parking lot between <br />Barbrick Street and Corban Avenue; and Site 4 - County parking lot on Corban <br />Avenue and Church Street. Mr. Cayado stated Site 1 would require a seven to <br />eight-story jail and leave no room for parking or expansion of the existing <br />Courthouse. Sites 2 and 3 would leave little room for parking and there would <br />be security concerns associated with transporting prisoners to and from the <br />Courthouse. He said Site 4 is the recommended site as it would provide more <br />land area, a better opportunity for future expansion and, with the <br />acquisition of some adjoining property, an over-street connector could be <br />built to provide a direct walking connection to the existing Courthouse. Mr. <br />Cayado also suggested that the new jail could be built at the rear of Site 4 <br />and a new Court facility constructed on Corban Avenue at some time in the <br />future. As an alternative, he stated the existing jail could be torn down to <br />allow expansion of the existing Courthouse. <br /> <br /> <br />
