February 23, 2004 Page 378 <br /> <br /> There was discussion regarding the existing Jail, Site 4 and the <br />jail/justice facility space needs for the next 25 to 50 years. <br /> <br />Short-Term Housing of Prisoners <br /> <br /> Sheriff Brad Riley discussed the overcrowded condition of the existing <br />Jail, including minimum inmate to officer ratio requirements and lack of <br />available space in the region to house the overflow of inmates. As a stopgap <br />measure, he recommended the placement of mobile units in the parking lot next <br />to the Jail to house inmates. Space for 48 beds maximum security could be <br />leased for $17,270.00 per month with a $30,000.00 set up fee. The County <br />would be responsible for the water/sewer connections and for providing <br />additional staff. <br /> <br /> UPON MOTION of Vice Chairman Suggs, seconded by Commissioner Carpenter <br />and unanimously carried, the Board directed County Manager John Day and <br />Sheriff Brad Riley to work on the "temporary fix" of acquiring mobile units <br />to house inmates with the cost information to be put on a regular meeting <br />agenda for the Board's consideration. <br /> <br /> Mr. Day reported a public comment period would be scheduled to receive <br />input on the potential Jail sites. He stressed the importance of selecting a <br />site as soon as possible in order for the architects to move forward with the <br />design of the new Jail facility. <br /> <br />Recess of Meeting <br /> <br /> Chairman Freeman recessed the meeting at 7:05 p.m. for a short break. <br />He reconvened the meeting at 7:20 p.m. <br /> <br />Discussion of Capital Needs/Financing Plan for Cabarrus County Schools, <br />Kannapolis City Schools and Rowan-Cabarrus Co~ununity College <br /> <br /> The following individuals joined the Board for discussion of capital <br />needs/financing plan for school facility needs: <br /> <br />Cabarrus County Board of Education - Chair Liz Poole and Members <br />Gary Hahn, Grace Mynatt, Cindy Fertenbaugh, Don Hoyle and Wayne <br />Williams; Dr. Harold Winkler, Superintendent; Mark Henriques, <br />Attorney; and Jeanette Trexler, Secretary. <br /> <br />Kannapolis City Board of Education - Chairman Lee Efird and <br />Members Danita Rickard, Doris Buchanan and Charles Mitchell; Dr. <br />Jo Anne Byerly, Superintendent; and Will Crabtree, Director of <br />Operations. <br /> <br />Rowan-Cabarrus Community College - Tim Foley, Vice President <br /> <br /> Chairman Freeman reported that the committee appointed at the joint <br />meeting on January 13, 2004, had met twice to discuss school facility needs <br />and funding options. Commissioners Carpenter and Carruth represented the <br />Board on this committee. <br /> <br /> Dr. Harold Winkler, Cabarrus County School Superintendent, reported it <br />had been the consensus of the committee to try to work out three bond <br />referendums, or one every two years, due to the large amount of funds that <br />are needed. He presented the following proposed plan that was approved by the <br />Cabarrus Board of Education since the last committee meeting. <br /> <br />Bank Qualified Request: Land for New High School 2004 - <br />$2,500,000; Land for 2 New Elementary Schools $2,000,000 <br /> <br />Bond Referendum 2004: New High School $30,000,000 (without <br />land); New Elementary School (Harris Road) $11,030,000 (without <br />land); A. T. Allen Elementary School Replacement/Reduced Size <br />(800) $10,530,000 (without land); New Elementary School in the <br />NW Feeder District (800) - $10,530,000 (without land) - TOTAL <br />2004 $62,090,000 <br /> <br />Bond Referendum 2006: New Middle School in West/Central District <br />(to include land) - $19,000,000; Science Labs/Classrooms at <br />Northwest High - $2,500,000; Media Center/Concord High School - <br />$3,500,000; Elementary Classroom Additions at Existing Schools <br />($1.8 Million per 4 sites) - $7,200,000; Middle/High School <br />Athletic Facilities (Robinson High; C.C.
