Ms. Rickard emphasized the need to fund for
growth in the schools and stated in her opinion all students in the county
deserve equitable facilities.

There was discussion regarding the school facility needs, how to fund
those needs and the importance of joint support by the Board of Commissioners
and the two school boards in order for a bond referendum to pass.

Commissioner Carruth asked the County Attorney about the deadline for
scheduling a bond referendum in November. Ms. Porter advised that 120 days
are needed to meet all procedural requirements and that a decision should be
made by July 1 for a bond referendum in November. Members of both school
boards stressed the need to begin work on the bond referendum immediately in
order to get the information out to the community and ensure a successful
referendum.

Tim Foley, Vice President of Rowan-Cabarrus Community College (RCCC),
stated RCCC has different needs and is not competing with the two school
systems. He cited the large increase in the enrollment at RCCC's South
Campus and the need for the adults in the community to have training
available to them. The Board has agreed to seek installment contract
financing for parking, renovation of the former school administrative complex
and design of Building 3000. Mr. Foley reported the construction cost for
Building 3000 is estimated at approximately $7.9 million with the County's
share to total approximately $3.5 million. In conclusion, he asked the Board
to consider the purchase of approximately 15 acres at the new high school
site for use by RCCC.
