April 19, 2004 Page 422 BE IT HEREBY ORDAINED that Appendix D, Travel Policy, of the Cabarrus County Personnel Ordinance is hereby amended as follows: Section 4. Authorized Travel Modes (d): CH3~NGE TO: (d) Commercial Airlines Ail airline tickets for county related travel must be purchased with the goal of obtaining the best rate for the county, either through David Walter Travel agency or an Internet website. Airfare must be billed directly to the county unless prohibited by unusual circumstances. Section 5. Travel Destination (b): CHA/gGE TO: (b) Special Local Travel - County employees who, in the interest of the county, and with department approval, travel to schools, conferences, meetings, etc., within the county, may be reimbursed to the limits of the policy for: 1. Transportation cost 2. Registration cost 3. Meals (only if included as part of meeting or registration fee) 4. Necessary incidental expenses Section 5. Travel Destination (f) : CHA/~GE TO: (f) Out of State Travel -Overnight out-of-state trips requires prior approval by the Deputy County Manager of the department head or the Deputy County Manager of Administration, except for transportation of prisoners and other law enforcement activities. Section 7. Travel Advances (Paragraph 2; Sentence 1): CHANGE TO: Travel advance checks will not be issued for estimated expenses less than $200.00, unless a department head approves such an advance due to a personal hardship placed on an employee. ADD THE FOLLOWING AFTER THE FIRST SENTENCE OF PkRAGRAPH 2 Travel advances not settled within ten (10) working days to the Finance Department will also be subject to suspension from future travel advances for a period of time and /or permanently suspended depending on the number of occurrences. Section 8. Travel Procedure (e) Sentence 1: CHD=NGE TO: (e) Auditing - Ail department head travel will be reviewed by the Deputy County Manager of the department head or the Deputy County Manager of Administration. Bonds, Clerk to the Board ITEM REMOVED FROM THE CONSENT AGENDA FOR DISCUSSION (F-20) Proclamation - Motorsports Month in Cabarrus County Commissioner Carpenter commented on the importance of the motorsports industry in North Carolina. She proposed the adoption of a joint resolution by the boards of commissioners in Cabarrus, Mecklenburg and Iredell counties in support of the motorsports industry and for keeping motorsports teams, facilities, etc., in North Carolina and particularly the counties in this region.
