Board members agreed, <br />and Commissioner Privette will secure the joint resolution. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Vice Chairman Suggs <br />and unanimously carried, the Board adopted the following proclamation <br />declaring May as "Motorsports Month in Cabarrus County". <br /> <br />Resolution No. 2004-13 <br /> <br />PROCLAMATION <br /> <br />WHEREAS, Motorsports, one of the most significant segments of our <br /> economy, creates and sustains thousands of local jobs in <br /> Cabarrus County; and <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />Cabarrus County, the Center of American Motorsports, is the home <br />of Lowe's Motor Speedway, Concord Motorsport Park, the home of <br />legendary Dale Earnhardt and many racing-related businesses; and <br /> <br />The Cabarrus Region is home to scores of NASC;LR Drivers, Racing <br />Teams, Racing Shops and hundreds of other NASC~LR related <br />industries; and <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />The Nextel Ail Star race will have an economic impact on our <br />region in excess of $100 million dollars; and <br /> <br />Lowe's Motor Speedway hosts the annual Coca Cola 600 in May and <br />the annual UAW-GM Quality 500 race in October; and <br /> <br />WHEREAS, <br /> <br />Business Leaders, Elected Officials, and Racing Fans all believe <br />the heart and soul of NASC~LR country is here; and <br /> <br />WHEREAS, <br /> <br />The NASCAR Research and Development facility is located here and <br />motorsports research is being conducted at UNC Charlotte and at <br />Rowan-Cabarrus Community College; and <br /> <br />WHEREAS, <br /> <br />Hundreds of thousands of race fans annually attend motorsports <br />events each year in Cabarrus County, North Carolina. <br /> <br />NOW THEREFORE, BE IT RESOLVED that the Cabarrus County Board of Commissioners <br />does hereby proclaim May 2004 ~Motorsports Month in Cabarrus County" in <br />recognition of the importance of the motorsports industry in our community <br />and throughout the region. <br /> <br />Adopted this 19th day of April, 2004. <br />/s/ Robert M. Freeman, Chairman <br />Cabarrus County Board of Commissioners <br /> <br />(G) NEW BUSINESS <br /> <br />(G-l) Mental Health Association - Request for Support of Application to HUD <br />for Funding a Group Home <br /> <br /> Liz Jordak of the Mental Health Association of Central Carolinas, Inc., <br />reported the Association is preparing its annual United States Department of <br />Housing and Urban Development (HUD) 811 application for a group home for <br />people with mental illness. She stated the need for the facility in Cabarrus <br />County and requested a letter of support from the Board. Ms. Jordak advised <br />that the construction of the new six-bed facility would provide a quality of <br />life improvement to its residents as well as provide jobs in Cabarrus County. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board authorized the Chairman to <br />submit a letter of support for the application by the Mental Health <br />Association of Central Carolinas, Inc., for HUD funding of a group home in <br />Cabarrus County. <br /> <br />(G-2) Rural Operating Assistance Program Grant for FY 2005 <br /> <br /> James Sasser, Transportation Director, presented information regarding <br />the Rural Operating Assistance Program (ROAP) Grant of $109,809.00. This <br />grant funds the following programs: Elderly/Disabled Transportation (EDTAP), <br />Work First, and the Rural General Public (RGP) activities in the amount of <br />$70,896.00, $6,439.00 and $32,474.00, respectively.
