April 20, 2004 Page 430 <br /> <br />PURPOSE OF REQUEST: To make a contribution to the Certificates of <br />Participation III Construction Fund for the unexpected expenditures of <br />engineering for Bethel School Sewer and a generator for a new pump station <br />near Bethel School. <br /> <br /> Present <br /> Account No. Approved Budqet Increase <br />45097220-9708 $250,000.00 $34,500.00 <br />Contribution to Capital Project Fund <br />40567220-6901 $1,391,996.00 $34,500.00 <br /> Fund Balance Appropriated <br /> <br />Decrease <br /> <br />Revised Budget <br /> <br />$284,500.00 <br /> <br />$1,426,496.00 <br /> <br /> There was brief discussion regarding the design of new schools, the <br />facility guidelines for school construction issued by the Department of <br />Public Instruction, the impact that the location of new schools has on land <br />use and development, small versus large schools, etc. <br /> <br />Transitional Zoning Standards <br /> <br /> Jonathan Marshall, Commerce Director, reviewed the proposed process for <br />revising the County Development Standards, including amendments to the <br />County's Subdivision Regulations and the Zoning Ordinance. The process <br />included the following: (1) the Board's review of the outlined standards; <br />(2) the addition of construction typicals for clarification, including review <br />by the North Carolina Department of Transportation of cross-sections and <br />construction proposals; (3) review and recommendation by the County Planning <br />and Zoning Commission; and (4) Public Hearing and review of the proposed <br />Subdivision Regulation and Zoning Ordinance changes by the Board at the May <br />17tn regular meeting. Mr. Marshall presented the following draft: <br /> <br />Proposed Revisions to Cabarrus County Development Standards <br /> <br />The following road improvement standards shall apply: <br /> <br />1) <br /> <br />2) <br /> <br />3) <br /> <br />Sidewalks for residential development shall be installed based on <br />development density. <br />a) In residential developments with average lot sizes greater than one <br /> acre, no sidewalks shall be required. <br />b) In residential developments with average lot sizes between .51 and 1 <br /> acre, sidewalks shall be installed on one side of all streets <br /> serving more than 20 lots. <br />c) In residential developments with average lot sizes of ~ acre or less <br /> sidewalks shall be installed on both sides of all streets. <br />d) In residential developments with sidewalks, required connections to <br /> adjacent developments shall be reviewed during the subdivision <br /> review process (examples of desired connections include schools, <br /> parks, commercial developments and residential developments). <br /> <br />Non-residential development shall be required to meet the sidewalk <br />standards in the General Industrial, Limited Industrial, General <br />Commercial and Limited Commercial Zoning Districts. A waiver from the <br />sidewalk requirements may be granted by the Zoning Administrator where <br />the installation would not be reasonably tied to an existing or planned <br />pedestrian network. The decision of the administrator may be appealed to <br />the Planning & Zoning Commission. Sidewalks in non-residential areas <br />shall be required in the following locations: <br />a) On one side of all public streets directly adjacent to the developed <br /> site; <br />b) On both sides of all interior public streets within the development; <br />c) Within the development to link buildings with the following: <br /> i) Parking <br /> ii) Adjoining streets <br /> iii) Adjoining sidewalks <br /> iv) Adjoining developments or amenities where appropriate <br /> pedestrian connections should be reasonably accomplished <br /> <br />Sidewalks shall meet the following construction standards: <br />a) Have minimum width of four (4) feet. <br />b) Be constructed of not less than 3000 PSI concrete; <br />c) Be a minimum of four (4) inches thick, except where it crosses a <br /> driveway, it shall be six (6) inches thick; <br />d) Shall be constructed on an adequately compacted and properly graded <br /> base; <br />e) Shall have a lateral slope of one quarter inch per foot (.25"/1') <br /> toward the street; <br /> <br /> <br />
