Bonds, Clerk to the Board <br /> <br />(G-2) Road Name Change (Unnamed Easement Located off Flowes Store Road to <br />Winding Trail Lane) - Conduct Public Hearing and Consider Approval of Road <br />Name Change - 6530 p.m. <br /> <br /> Rodger Lentz, Planning and Zoning Manager, presented the petition by <br />Joanna Spencer for an unnamed easement (approximately 7,710 feet in length) <br />located off the 10100 block of Flowes Store Road to be officially named <br />Winding Trail Lane. Although only 27 percent of the property owners signed <br />the petition, Mr. Lentz said staff recommended approval based on the <br />following issues: (1) Petitioner has health complications that require <br />immediate response should E-911 services have to be called; (2) There is no <br />room to issue the petitioner an address for her residential structure because <br />all numbers in the address range are presently being used, and the easement <br />will inevitably have to be re-addressed; and (3) There are a significant <br />number of residential structures on this easement. <br /> <br /> At 7:38 p.m., Chairman Freeman opened the public hearing on Winding <br />Trail Lane. The Public Hearing Notice was published in THE INDEPENDENT <br />TRIBUNE on May 7 and May 16, 2004. <br /> <br /> Carolyn Soalt-Zicherman reported several neighbors had discussed the <br />naming of this easement. She suggested that one portion of the easement be <br />named Winding Trail Lane and the other Winding Trail Place. <br /> <br /> Mr. Len~z agreed with the suggestion and recommended that the longest <br />portion be named Winding Trail Lane and the shorter "y" shaped extension <br />named Winding Trail Place. <br /> <br /> There was no one else present to address the Board, and Chairman <br />Freeman closed the Public Hearing at 7:40 p.m. <br /> <br /> UPON MOTION of Vice Chairman Suggs, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the name of "Winding Trail Lane" <br />for the longer portion of the easement off the 10100 block of Flowes StQre <br />Road and approved the name of "Winding Trail Place" for the shorter "y" <br />shaped extension. <br /> <br />(G-3) Industrial Incentive Grant for Prairie Packaging, Inc. - Conduct <br />Public Hearing and Consider Award of Incentive Grant - 6~30 p.m. <br /> <br /> On January 26, 2004, the Board held a public hearing and approved an <br />industrial incentive grant for Prairie Packaging, Inc. (PPI) based on an <br />anticipated investment of $25 million. Since that time, PPI has revised its <br />plans and now proposes a project with an anticipated investment totaling <br />approximately $59.5 million. The project is to occur in five proposed plant <br />construction and expansion phases with incentives requested over a period of <br />ten years. The proposed phases were as follows: Phase I - Facility $8 <br />million and Personal Property $9 million; Phase II - Personal Property $8 <br />million; Phase III - Facility $13.5 million and Personal Property $7 million; <br />Phase IV - Personal Property $7 million; and Phase V - Personal Property $7 <br />million. The Board tentatively approved the proposed incentives at its <br />meeting on March 15, subject to a public hearing. <br /> <br /> Ryan McDaniels of the Cabarrus Economic Development Corporation (CEDC) <br />presented a brief overview of the 'PPI project. He stated Cabarrus County is <br />in competition with Gaston County, North Carolina and York County, South <br />Carolina, for the project. <br /> <br /> Carl Parmer, Harrisburg Town Administrator, reported the Town Council <br />had approved a similar incentive package for PPI. A meeting is scheduled <br />with the President of PPI on Tuesday to further discuss the project. <br /> <br /> Ms. Porter and Bill Kouri, Cabarrus County Audit/Business Personal <br />Property Manager, reviewed how the incentive grant would be calculated. Mr. <br />Kouri said the incentive grant exhibit presumes that each phase of <br />construction would be completed within a 12-month period and the grant would <br /> <br /> <br />
