He said <br />Rash said NCDOT required that all deliverables including the plan be <br />submitted by June 30, 2004. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board adopted in principle the Memorandum of <br />Understanding concerning the NC 73 Transportation/Land Corridor Plan as <br />presented. <br /> <br />(G-12) Request for Support of Proposed Medicaid Cost Reform in Nort], <br />Carolina <br /> <br /> Mr. Day presented the draft legislation supported by the North Carolina <br />Association of County Commissioners Human Services Committee to phase-out the <br />county cost share for the Medicaid program over a five-year period. The <br />legislation proposed that the cost share of the Medical Assistance Program be <br />borne by the counties as follows: (1) Three percent (3%) for Tier 1 <br />counties, effective July 1, 2004; (2) Four percent (4%) for all counties, <br />effective July 1, 2005, except Tier 1 counties shall pay two percent (2%); <br />(3) Three percent (3%) for all counties, effective July 1, 2006, except Tier <br />1 counties shall pay two percent (2%); (4) Two percent (2%) for all counties, <br />effective July 1, 2007; and (5) One percent (1%) for all counties, effective <br />July 1, 2008. Effective July 1, 2009, the non-federal cost share of the <br />Medical Assistance Program, excluding administrative costs, would be borne by <br />the State. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board endorsed a proposed bill to be entitled, <br />"An Act to Phase-out the County Cost Share for the Medicaid Program Over a <br />Five-Year Period and to Provide Immediate Relief for Tier One Counties" as <br />presented. <br /> <br />(G-13) Appointment of Board members to Serve as ad hoc M-mhers of the Design <br />Selection Co.=,Littee for Building 3000 of the South C~m~us of Rowan-Cabarrus <br /> <br />Co~Lmtunit¥ College <br /> <br /> The Board received the written request from Dr. R. L. Brownell, <br />President of Rowan-Cabarrus Community College (RCCC), to appoint one or two <br />members to serve as ad hoc members of the Design Selection Committee for <br />Building 3000 on the South Campus. <br /> <br /> UPON MOTION of Chairman Freeman, seconded by Commissioner Carruth and <br />unanimously carried, the Board appointed Vice Chairman Suggs and Commissioner <br />Privette to serve as ad hoc members of the Design Selection Committee for <br />Building 3000 on the South Campus of Rowan-Cabarrus Community College. <br /> <br />(H) APPOINTMENTS TO BOARDS AND COMMITTEES <br /> <br />There were no appointments to be considered. <br /> <br /> (I) REPORTS <br /> <br />(I-1) Vacant Position Report <br /> <br /> The Vacant Position Status Report (Effective 5/4/04) 'as submitted by <br />Don Cummings, Human Resources Director, was included as a part of the Agenda. <br /> <br />(J) GENERAL COMMENTS BY BOARD MEMBE~ <br /> <br /> <br />
