Cabarrus County Board of Commissioners approved funds in the FY 2005 budget and gave permission to submit a grant on January 26, 2004. On January 26, 2004, the Board authorized the Parks Department to formally submit a matching $250,000 N. C. Parks & Recreation Trust Fund Grant to construct an undeveloped 37 acre site on Pharr Mill Road. With Cabarrus County's matching share of $250,000 and the state grant of $250,000, the total of $500,000 will construct Phase 1 at Pharr Mill Road Park. On May 21, 2004, the N. C. Park Authority awarded the matching reimbursable grant of $25O,000. It was determined the County had no financial obligation to the plaintiffs but was asked to sign off on the Partial Settlement Agreements by the plaintiffs and the City of Concord. UPON MOTION of Commissioner Carpenter, seconded by Acting Chairman Carruth and unanimously carried, the Board approved the following Partial Settlement Agreements negotiated by the County Attorney and entered into on July 8, 2004.
