(F-9) Consent Agreement for Stallings Farm Phase V Subdivision Vernon Burris is developing Phase V of Stallings Farm Subdivision consisting of 35 lots on approximately 22.8 acres in Township 1 on Stallings Road. The developer has agreed to donate $1,008.00 per lot to advance the adequacy of public schools. The Harrisburg Planning and Zoning Board approved the subdivision on June 21st, subject to the developer entering into a Consent Agreement with Cabarrus County to meet the Adequate Public Facilities Ordinance requirements. UPON MOTION of Commissioner Carpenter, seconded by Acting Chairman Carruth and unanimously carried, the Board approved the Consent Agreement between Cabarrus County and Vernon Burris for Phase V of the Stallings Farm Subdivision, including the payment of $1,008.00 per lot to advance school adequacy with payment to be made at the issuance of building permitting. Further, the Board authorized the County Manager to execute the Consent Agreement on behalf of Cabarrus County. (F-10) Approval of Criminal Justice Partnership Program Grant Award Contract At its February 2004 meeting, the Board authorized the submission of a grant application to the N. C. Department of Correction for continued Criminal Justice Partnership Program (CJPP) funding in the amount of $115,231.00. The State has approved the grant application and will provide the funding for FY 2005. UPON MOTION of Commissioner Carpenter, seconded by Acting Chairman Carruth and unanimously carried, the Board approved the FY 2005 Grant Award Contract for the CJPP funding and authorized the County Manager to execute the contract, subject to review and changes by the County Attorney. Further, the Board authorized the following alternate fiscal/budgetary signatory designees to submit reimbursement requests for CJPP funding: Pam Dubois, Deputy County Manager/Finance Director; Susan Fearrington, Assistant Finance Director; and Shelley Farris, Accounting Operations Supervisor. (F-12) Approval of Logan Systems Contract for the Register of Deeds Office The Logan Systems renewal contract provides for the Indexing, Imaging, Internet and Intranet Land Records and Receipting System for the Register of Deeds Office. The contract amount is $230,310.00. UPON MOTION of Commissioner Carpenter, seconded by Acting Chairman Carruth and unanimously carried, the Board approved the Logan Systems contract for the Register of Deeds Office in the amount of $230,310.00 and authorized the County Manager to execute the contract subject to review and changes by the County Attorney. (F-13) A~roval of Good Health Services Contract for In-Home Aide Staff for the Department of Social Services Good Health Services provides in-home aide staff for the Community Alternative Program, Personal Care Services, Home and Community Care Block Grant programs and contract Registered Nurse. The renewal contract amount is $2,376,491.00. UPON MOTION of Commissioner Carpenter, seconded by Acting Chairman Carruth and unanimously carried, the Board approved the $2,376,491.00 renewal contract between the Department of Social Services and Good Health Services, Inc., and authorized the Chairman to execute the contract subject to review and changes by the County Attorney. (F-14) A~roval of the N. C. Parks and Recreation Trust Fund Grant Agreement for Pharr Mill Road Park and Related Budget Amendment The State of North Carolina awarded a $250,000.00 grant to Cabarrus County to construct Phase I of the Pharr Mill Road Park. The County's $250,000.00 local match was reserved from funds in the Capital Reserve Fund for FY 2004. UPON MOTION of Commissioner Carpenter, seconded by Acting Chairman Carruth and unanimously carried, the Board approved the North Carolina Parks and Recreation Trust Fund Grant Agreement in the amount of $250,000.00 for
