August 16, 2004 Page 605 <br /> <br />WHEREAS, self-financing development bonds have received wide-range bi- <br /> partisan support from the General Assembly and the business community, <br /> as well as municipal, county and state government and former Governors <br /> Holshouser, Martin and Hunt; and <br /> <br />WHEREAS, North Carolina will have some of the strongest safeguards in the <br /> country to ensure self-financing bonds are used for good purposes; and <br /> <br />WHEREAS, these bonds are subject to voter approval on the November 2004 <br /> ballot and deserve rightful consideration by the citizens of the State; <br /> and <br /> <br />NOW, <br /> <br />THEREFORE, BE IT RESOLVED THAT the Cabarrus County Board of <br />Commissioners strongly supports self-financing development bonds <br />because now is the time to enhance our ability to create new jobs and <br />investment in our community/county. <br /> <br />BE IT FURTHER RESOLVED that the Cabarrus County Board of Commissioners <br /> pledges to work to educate and inform the citizens of our state and <br /> community about the importance of self-financing development bonds in <br /> providing jobs and improving the economic competitiveness, and pledges <br /> to encourage voters to approve the measure in November 2004. <br /> <br />This is'the 16tn day of August, 2004. <br /> <br />ATTEST: <br />/s/ Frankie F. Freeman, Chairman <br />Board of Commissioners <br /> <br />(G-5) Discussion of Design and Development Standards for Commercial <br />Development <br /> <br /> At the request of Chairman Freeman, Board members were sent a <br />publication (Better Models for Commercial Development) in June 2004 <br />describing methods for improving the appearance and quality of commercial <br />buildings, especially franchises. <br /> <br /> Rodger Lentz, Planning and Zoning Manager, reported on the success the <br />Town of Harrisburg has had in implementing design and development standards <br />to improve the quality and appearance of chain stores and franchises along <br />Highway 49. He said staff is working with the Town of Mount Pleasant to <br />adopt similar design standards. <br /> <br /> UPON MOTION of Commissioner Privette, Seconded by Commissioner <br />Carpenter and unanimously carried, the Board directed staff to prepare design <br />and development standards for commercial development in the unincorporated <br />areas of Cabarrus County for consideration at its September meeting. <br /> <br />(G-6) Employee Charitable Campaign <br /> <br /> Pam Dubois, Deputy County Manager, presented the proposal to establish <br />an Employee Charitable Campaign Fund that would allow employees to make <br />contributions to the Fund for distribution to selected ~focus areas" in the <br />community. She explained the County would move away from solely contributing <br />to the United Way and offer an alternative charitable fund to address <br />community needs in a more employee-guided manner. Ms. Dubois pointed out <br />employees would still have .the opportunity to donate to the United Way as a <br />"focus area" along with other focus areas determined by an oversight <br />committee of employees. Finally, she said the Fund would be similar to the <br />successful plan established by Philip Morris employees that included such <br />focus areas as domestic violence, senior services, etc. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board endorsed in principle the <br />establishment of Employee Charitable Campaign Fund for County employees to <br />contribute funds and/or goods for the betterment of the community. <br /> <br />(C~-7) Designation of Voting Delegate to the N. C. Association of County <br />Co~.m{ssioners ~--ual Conference on August 19-22, 2004 <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Chairman Freeman and <br />unanimously carried, the Board named Commissioner Privette as voting delegate <br />to the Annual Conference of the North Carolina Association of County <br />Commissioners (NCACC) to be held on August 19 - 22, 2004, in Asheville. <br /> <br /> <br />
