<br />November 15, 2004 <br /> <br />Page <br /> <br />678 <br /> <br />WHEREAS, Cabarrus County recognizes that in order to be eligible for <br />preferential US Economic Development Administration funding and support an <br />Economic Development District must be created and designated. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF <br />CABARRUS COUNTY, NORTH CAROLINA, THAT: <br /> <br />SECTION 1. Supports the Regional Comprehensive Economic <br />Strategy, UNo Boundaries", (September 2004) as a regional <br />submitted to the US Economic Development Administration. <br /> <br />Development <br />plan to be <br /> <br />SECTION 2. Recommends creation of Centralina Economic Development <br />Commission as a 501(c) (3) organization and will participate in the <br />organization and name an elected official or senior staff member to serve as <br />a representative. <br /> <br />SECTION 3. Freeman, Chairman <br />Board of Commissioners <br /> <br />(G-3) Resolution Certifying the Results of the 2004 General Obligation <br />Public School and Community College Bond Referenda <br /> <br />The Cabarrus County Board of Elections certified to the Board of <br />Commissioners (the UBoard") that the .result of the bond referendums held on <br />November 2, 2004, with respect to (i) the proposed $94,900,000 General <br />Obligation School Bonds of Cabarrus County was 33,732 votes UFor" approval of <br />the Bond Order and 21,528 votes UAgainst" approval of the Bond Order, (ii) <br />the proposed $3,100,000 General Obligation Community College Bonds of <br />Cabarrus County was 32,220 votes UFor" approval of the Bond Order and 21,316 <br />votes UAgainst" approval of the Bond Order, and delivered a copy of the <br />Certificate of Canvass to the Board. <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />Commissioner Privette then introduced the following resolution the <br />title of which was read: <br /> <br />Resolution No. 2004-43 <br /> <br />RESOLUTION CERTIFYING AND DECLARING RESULTS OF 2004 REFERENDUM ON <br />CABARRUS COUNTY GENERAL OBLIGATION SCHOOL BONDS AND PROVIDING FOR <br />PUBLICATION OF NOTICE THEREOF <br /> <br />WHEREAS, the Board of Commissioners for Cabarrus County (the UBoard") <br />desires to certify and declare the results of the referendum held on November <br />2, 2004 with respect to the authorization of the proposed $94,900,000 General <br />Obligation School Bonds; <br /> <br />NOW, THEREFORE, the Board does the following: <br /> <br />BE IT RESOLVED by the Board of Commissioners for Cabarrus County: <br /> <br />1. The Board hereby certifies and declares the results of the <br />referendum held on November 2, 2004, with respect to the proposed $94,900,000 <br />General Obligation School Bonds of Cabarrus County, to be 33,732 votes UFor" <br />approval of the Bond Order and 21,528 votes UAgainst" approval of the Bond <br />Order. <br /> <br />2. The affirmative votes of a majority of those voting having been <br />received, the Board hereby certifies and declares that the Bond Order <br />entitled UORDER AUTHORIZING $94,900,000 GENERAL OBLIGATION SCHOOL BONDS" is <br />now in effect. <br /> <br />3. The Clerk to this Board shall cause the statement attached as <br />Exhibit A to be published in The Independent Tribune and filed in the Clerk's <br />office. <br /> <br />4. This resolution shall take effect immediately. <br />
