<br />Organizational Meeting - December 6, 2004 <br /> <br />Page <br /> <br />1 <br /> <br />The Board of Commissioners for the County of Cabarrus held an <br />organizational meeting in the Commissioners' Meeting Room at the Cabarrus <br />County Governmental Center in Concord, North Carolina on Monday, December 6, <br />2004, at 6:30 p.m. <br /> <br />Present <br /> <br />- Chairman: Robert M. Freeman <br />Commissioners: Carolyn B. Carpenter <br />Robert W. Carruth <br />Joni D. Juba <br />Coy C. Privette <br /> <br />Also present were John D. Day, County Manager; Marilyn D. Porter, <br />County Attorney; Frankie F. Bonds, Clerk to the Board; and Kay Honeycutt, <br />Deputy Clerk to the Board. <br /> <br />Chairman Freeman called the meeting to order at 6:35 p.m. <br /> <br />The Color Guard of the Cabarrus County Sheriff's Office conducted the <br />Flag Ceremony. <br /> <br />Chairman Freeman gave the invocation. <br /> <br />(A) <br /> <br />APPROVAL OR CORRECTION OF MINUTES <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board approved the minutes of November <br />8, 2004 (Recessed Meeting) and the November 15, 2004 (Regular Meeting) as <br />written. <br /> <br />(B) <br /> <br />RECOGNITION CEREMONY <br /> <br />(B-1) <br /> <br />Recognition of Richard D. Suggs for his Service to Cabarrus County <br /> <br />Chairman Freeman recognized Richard D. Suggs for his service as County <br />Commissioner from December 4, 2000 to December 6, 2004, and as Vice Chairman <br />for the past two years. On behalf of the Board, he presented a plaque to Mr. <br />Suggs in appreciation for his service to Cabarrus County and its citizens. <br /> <br />Mr. Suggs expressed appreciation for the opportunity <br />citizens of Cabarrus County for the past four years. <br /> <br />to <br /> <br />serve <br /> <br />the <br /> <br />(C) <br /> <br />ADMINISTRATION OF OATH OF OFFICE <br /> <br />Chairman Freeman announced that the Honorable W. Erwin Spainhour, <br />Senior Resident Superior Court Judge, would administer the Oath of Office to <br />the Soil and Water Conservation District Supervisors. He stated Commissioners <br />Carruth and Juba had been sworn into office prior to the meeting. <br /> <br />(C-1) <br /> <br />SOIL & WATER CONSERVATION DISTRICT SUPERVISORS <br /> <br />Judge Spainhour administered the following Oath of Office to Ken Couch <br />and Ned Y. Hudson. <br /> <br />OATH OF OFFICE <br />SOIL AND WATER CONSERVATION DISTRICT SUPERVISOR <br /> <br />I, , do solemnly swear that I will support the Constitution of the <br />united States; so help me, God. <br />I further solemnly and sincerely swear that I will be faithful and bear <br />true allegiance to the State of North Carolina, and to the constitutional <br />powers and authorities which are or may be established for the government <br />thereof; and that I will endeavor to support, maintain, and defend the <br />Constitution of the united States, to the best of my knowledge and ability, <br />so help me God. <br />I further swear that I will well and truly execute the duties of the <br />office of Cabarrus Soil and Water Conservation District supervisor, according <br />to the best of my skills and ability according to the Soil and Water <br />Conservation District Laws of North Carolina so help me, God. <br /> <br />(C-2) <br /> <br />CABARRUS COUNTY BOARD OF COMMISSIONERS <br /> <br />Judge Spainhour stated Commissioners Carruth and Juba had been sworn in <br />prior to the meeting but wished to be sworn in publicly at this time. Their <br />families joined them as Judge Spainhour administered the following Oaths of <br />Office. <br /> <br />
