The players presented each <br />Commissioner with a Concord High School Spider T-shirt commemorating their <br />State championship. <br /> <br />(Co2) Reco'gniHonof Ra.ndy Burris on His Retirement from Emergency Medical <br />Services <br /> <br /> <br />David Hampton, EMS Director, recognized Randy Burris on his retirement <br />from Cabarrus county Emergency Medical Services (EMS). Mr. Burris began <br />employment on May 7, 1974 and will retire as Shift Supervisor on December 23. <br /> <br />On behalf of the Board, Vice Chairman Carruth presented a plaque to Mr. <br />Burris in appreciation for his 30 years of dedicated service with Cabarrus <br />County EMS. Mr. Hampton also presented a plaque to Mr. Burris on behalf of <br />EMS. <br /> <br />(D) INFORMAL PUBLIC COMMENTS <br /> <br />Chairman Carpenter opened the meeting for Informal Comments at 6: 43 <br /> <br />p.m. <br /> <br />Tim Untz, resident of 300 Marlow Drive, addressed the Board concerning <br />the deterioration of Marlow Drive and Broadleaf Drive in the Cessna Springs <br />subdivision. He complained that the roads were almost impassable and <br />requested that the Board assist in correcting the problem. <br /> <br />John Day, County Manager, stated it was his understanding that the <br />developer of the subdivision had not built the roads to North Carolina <br />Department of Transportation (DOT) standards. l1e explained DOT would not <br />accept the roads into the state system for maintenance until they are brought <br />up to State standards. <br /> <br />Chairman C~tpenter asked staff to review the situation and discuss any <br />options with Mr. Untz. Commissioner Privette reported he visited the site <br />last week and the road conditions were unbelievable. <br /> <br />Jerry Williamson of Concord addressed the Board concerning County legal <br />fees, the status of the County Attorney and the status of a .settlement with <br />the County. He also commented on the unpaid fees for use of the Arena and the <br />impact of high density housing in Cabarrus County. <br /> <br />Marvin Bost bf Mt. pleasant addressed the Board concerning the status <br />of the Eastern Cabarrus Area Plan and the failure to move forward with that <br />Plan. <br /> <br />Mr. Day reported the Area Plan had been approved but not implemented. <br /> <br />There being no one else to address the Board, Chairman Carpenter closed <br />that portion of the meeting at 6:53 p.m. <br /> <br />(E) OLD BuiliNiSs <br /> <br />(None) <br />(F) CONSENT AGENDA <br /> <br />vice Chairman Carruth asked that Item F-7 (Corporate Express Office <br />Supplies Contract - Renewal #2 - All County Departments) be removed from the <br />Consent Agenda for discussion. <br /> <br />(F-l) Consent Agreement with aeazer Homes Corporation for the Mountain Laurel <br />Subdivision <br /> <br />(Removed from the Agenda at the request of Beazer Homes corporation.) <br /> <br />(F"2) consl,)it <br />(Residential) <br /> <br />Agt~~meht <br />Deve10pinen t. <br /> <br />with <br /> <br />Copperfield <br /> <br />Iile., <br /> <br />for <br /> <br />the <br /> <br />Copperfield <br /> <br />II <br /> <br />Copperfield, Inc., is developing Copperfield II (Residential) <br />Development consisting of six single family lots on approximately four acres <br />in the City of Concord. The developer has agreed to enter into a Consent <br />Agreement to donate $4,034.00 per lot to advance the adequacy of public <br />schools. The Concord Planning and Zoning Commission approved the subdivision <br />on November 16, 2004. <br />
