January 27, 2003 Page 35 <br /> <br /> Commissioner Carruth presented the following proposed time line for the <br />hiring of the County Manager by July 1: Phase I - Advertisement and <br />Recruitment (January-February); Phase II - Initial Interviews (March-April); <br />and Phase III - Candidate Qualification (May-June). <br /> <br /> After discussion, the Board by consensus agreed to a target date of <br />September 1, 2003 to have a new County Manager "on board." <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board set April 15, 2003, as the <br />deadline for accepting applications for the County Manager position. <br /> <br /> The Board made no other changes to the draft advertisement, and Mr. <br />Cummings will proceed with advertising in various professional publications. <br /> <br />Commissioner Carruth outlined the following four options, including <br />advantages and disadvantages, for the ~Search Choices" for a County Manager: <br />(1) Hire Recruiter to Bring in New County Manager; (2) Do Search Ourselves; <br />(3) Hire Facilitator to Guide the Process; and (4) Use a Recruiter for Phase <br />I (Advertisement and Recruitment) and the Board for Final Stages (Initial <br />Interviews and Candidate Qualification). <br /> <br /> Mr. Cummings listed the following options related to the County Manager <br />search process: (1) Utilize screening committee to review and reduce the <br />number of applications to a manageable number; (2) Board utilize evaluation <br />period for the Interim Manager; and (3) Use services available through the <br />North Carolina Association of County Commissioners. <br /> <br /> There was discussion regarding the various search options presented by <br />Commissioner Carruth and Mr. Cummings. It was generally agreed that the Board <br />would do the search itself with the possibility of some assistance from the <br />North Carolina Association of County Commissioners. <br /> <br />(F-12) Waiver of Electrical Inspection Fees Associated with Repair of Power <br />Meters Damaged as a Result of Recent Ice Storm <br /> <br /> Commissioner Privette requested that the Board waive inspection fees <br />for reconnection of damaged power meters as a result of the recent ice storm. <br />There were 35 such inspections with a $20.00 fee for each inspection. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board agreed to waive electrical <br />inspection fees associated with repair of power meters damaged as a result of <br />the ice storm and authorized staff to mail refunds to those who paid for such <br />inspections. <br /> <br /> Commissioner Carruth proposed that amendments be made to the County's <br />State of Emergency Ordinance to allow the Chairman to waive certain fees such <br />as landfill tipping fees, inspection fees, etc., for a specific period at the <br />time he issues an emergency declaration. Staff will draft these amendments <br />for consideration by the Board. <br /> <br />(F-13) Consideration of Building Code - Commissioner Carpenter <br /> <br /> Commissioner Carpenter proposed that the County's building regulations <br />be amended to include Appendix D of State Building Code related to swimming <br />pools. <br /> <br /> Mr. Mel Murray, resident of 82 Bridlewood Place, Concord, expressed <br />concern that local pool builders do not have to meet State Building Code <br />standards in constructing swimming pools in Cabarrus County because the <br />County has not adopted that part of the Building Code. He cited numerous <br />problems and safety hazards that had occurred during the construction of his <br />swimming pool and asked the Board to adopt the swimming pool regulations to <br />allow enforcement in Cabarrus County. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Vice Chairman Suggs <br />and unanimously carried, the Board asked that Mike Downs, Public Safety <br />Services Director, provide information at the next meeting concerning the <br />enforcement of Swimming Pool Standards of the State Residential building <br />Code. <br /> <br />(G) APPOINTMENTS TO BOARDS AND COMMITTEES <br /> <br />(G-l) Criminal Justice Partnership Program Advisor~ Board <br /> <br /> <br />
