<br />Carpenter and unanimously carried, the Board deferred consideration of the NC
<br />Highway 73 Corridor Study until the Board has a work session to discuss the
<br />matter more thoroughly.

<br />(F-8) Contract for Purchase of Property in Kannapolis for New Middle School
<br />
<br /> UPON MOTION of Commissioner Privette, seconded by Chairman Freeman and
<br />unanimously carried, the Board approved the purchase by the Kannapolis Board
<br />of Education of a 25.01-acre site located off Oakwood Avenue in Kannapolis
<br />for a new middle school at a purchase price of $1,000,400.00. Further, the
<br />Board agreed to advance fund the land purchase with the County to be
<br />reimbursed when the Certificates of Participation are sold.

<br />(F-9) Architectural Contracts for New Middle School and Renovations at Fred
<br />
<br />L. Wilson and Shady Brook
<br />
<br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth
<br />and unanimously carried, the Board approved architectural contracts by the
<br />Kannapolis Board of Education with Orkan Architecture, PA, for the new Middle
<br />School (5.5 percent fee) and renovations at Fred L. Wilson (7.0 percent fee)
<br />and Shady Brook (7.0 percent fee). Further, the Board agreed to advance fund
<br />the architectural fees with the County to be reimbursed at the time the
<br />Certificates of Participation are sold.

<br />(F-10) Collaborative Partnership Request to Fund Park Facility at Winecoff
<br />Elementar~
<br />
<br /> Mr. Steve Little, Parks and Recreation Director, presented information
<br />concerning the fundraising efforts for a new multipurpose building at the
<br />Park at Winecoff School. He stated the cost was originally estimated at
<br />$200,000.00 and the Winecoff Youth League has raised over $108,440.00 toward
<br />that cost. Many project elements have been reduced or eliminated from the
<br />project, and an estimated $25,000.00 is now needed to complete the facility.
<br />With an additional $5,000.00 from the Winecoff Youth League, Mr. Little
<br />recommended that $20,000.00 of capital funds budgeted for the Winecoff
<br />School/Park go toward completion of the new multipurpose building. Finally,
<br />he introduced Mr. Carlos Moore, Architect, and Mr. David Austin of the Youth
<br />League and recognized them for their contributions to the project.

<br />capital funds budgeted for the Winecoff School/Park to be used for completion
<br />of the new multipurpose Park facility. Further, the Board expressed
<br />appreciation to Mr. Carlos Moore and Mr. David Austin for their contributions
<br />to the project.

<br />(F-11) Draft of Advertisement for County Manager Recruitment
<br />
<br /> Mr. Don Cummings, Human Resources Director, reviewed the following
<br />proposed "draft" advertisement for the County Manager position.
<br />
<br />County Manager - Cabarrus County, NC (population 131,000) seeks a
<br />County Manager responsible to a five-member Board of
<br />Commissioners. The County Manager is the chief administrator for
<br />a $130 million operating budget and 840 employees. Cabarrus
<br />County, adjacent to the City of Charlotte, continues to grow and
<br />experience increased demands for public services. This position
<br />requires a high level of government managerial and communication
<br />skills.
<br />
<br />Applicants must possess academic credentials (masters degree
<br />preferred) in government, political science, business
<br />administration, finance, or a related field. A minimum of six
<br />years of professional local government administrative /
<br />managerial work experience in progressively responsible positions
<br />is required. Additional government, development, or business
<br />experience a plus. Also required are financial, interpersonal,
<br />consensus building, and innovation skills.
