January 27, 2003 Page 19 The Board received the request for the purchase of a right-of-way from Lewis Curlee to provide access to the James Patterson property. The Board had previously approved the purchase of the Patterson property and a right- of-way from Theresa Eudy. Mr. Curlee's property is adjacent to the portion of Ms. Eudy's property designated for right-of-way and Ms. Eudy and Mr. Curlee prefer the right-of-way to straddle the property line. There is no additional cost to the County. UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette and unanimously carried, the Board approved the purchase of right-of-way from Lewis Curlee to provide access to the James Patterson property near Lake Howell and adopted the following budget amendments. CABARRUS COUNTY BOARD OF COMMISSIONERS PROCLAMATION WHEREAS, Dr. Martin Luther King, Jr. was born on January 15, 1929 in Atlanta, Georgia; and WHEREAS, Dr. King was an ordained minister and a main leader of the civil rights movement in the United States during the 1950's and 1960's; and WHEREAS, Dr. King was awarded the 1964 Nobel Peace Prize for leading nonviolent civil rights demonstrations; and WHEREAS, Dr. King, along with several other black ministers, founded the Southern Christian Leadership Conference in 1957 to expand the non- violent movement against racism and discrimination; and WHEREAS, January 20, 2003, marks the 17th observance of the 'birthday of Dr. King as a national holiday. NOW, THEREFORE, I, Robert M. Freeman, Chairman of the Cabarrus County Board of Commissioners, do hereby proclaim January 20, 2003, as Martin Luther King, Jr. Day in Cabarrus County and urge all citizens to join in the activities planned in celebration of this event.
