Freeman, Chairman <br />Cabarrus County Board of Commissioners <br /> <br />(E-15) Award of Audit Contract ($31,500) for Fiscal Year Endin~ June 30, 2003 <br /> <br />to Potter & Company <br /> <br /> Proposals for the Fiscal Year 2003 audit were received from the <br />following firms: <br /> <br /> BID TABULATION <br />Potter & Company, P.A. <br />Martin Starnes & Associates, CPAs, P.A. <br />McGladrey & Pullen, LLP <br />Cherry, Bekaert & Holland, LLP <br />Dixon Odom PLLC <br /> <br />$31,500.00 <br />$33,000.00 <br />$36,O0O.00 <br />$36,500.00 <br />$37,500.00 <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board awarded the FY 2003 audit contract to the <br />lowest responsible bidder, Potter and Company, at a cost of $31,500.00. <br /> <br />(E-17) Approve Engineerin~ Contract for Pitts School Road Elementar~ <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board approved an engineering contract by the <br />Cabarrus County Board of Education with Concord Engineering for the new Pitts <br />School Elementary at a fee of $7,800.00 and agreed to advance fund the <br />engineering fees with the County to be reimbursed at the time the <br />Certificates of Participation are sold. <br /> <br />(E-21) Resolution Authorizin~ Submission of 5311 Grant Community <br />Transportation Program Application <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board adopted the following Resolution. <br /> <br /> Resolution No. 2003 - 03 <br /> COMMUNITY TRANSPORTATION PROGRAM RESOLUTION <br /> RESOLUTION <br /> <br /> Applicant Seeking Permission to Apply for <br />Community Transportation Program Funding, Enter into Agreement <br />With The North Carolina Department Of Transportation <br /> And to Provide the Necessary Assurances. <br /> <br />A motion was made by Commissioner Robert W. Carruth and seconded by <br />Commissioner Coy C. Privette for the adoption of the following resolution, <br />and upon being put to a vote was duly adopted. <br /> <br />WHEREAS, Article 2B of Chapter 136 of the North Carolina General <br />Statutes and the Governor of North Carolina have designated the <br />North Carolina Department of Transportation (NCDOT) as the agency <br />responsible for administering federal and state public <br />transportation funds; and <br /> <br />WHEREAS, the North Carolina Department of Transportation will <br />apply for a grant from the US Department of Transportation, <br />Federal Transit Administration and receives funds from the North <br />Carolina General Assembly to provide assistance for rural public <br />transportation projects; and <br /> <br />WHEREAS, the purpose of these transportation funds is to provide <br />grant monies to local agencies for the provision of rural public <br />transportation services consistent with the policy requirements <br />for planning, community and agency involvement, service design, <br />service alternatives, training and conference participation, <br />reporting and other requirements (drug and alcohol testing policy <br />and program, disadvantaged business enterprise program, and fully <br />allocated costs analysis); <br /> <br />WHEREAS, Cabarrus County hereby assures and certifies that it <br />will comply with the federal and state Statutes, regulations, <br />executive orders, Section 5333 (b) Warranty, and all <br />administrative requirements which relates to the applications <br />made to and grants received from the Federal Transit <br /> <br /> <br />
