CDDC urges the County Commissioners to <br />insist that county planning and management staff work closely <br />with the CDDC Design Division and the City of Concord's planning <br />staff to achieve a design that enhances the character of Classic <br />Concord in a location that is compatible with the downtown master <br />plan. <br /> <br />The Board of Directors <br />Concord Downtown Development Corporation <br />26 September 2002 <br /> <br /> Mr. Zac Moretz, <br />following Resolution <br />downtown Concord. <br /> <br />representing the Cabarrus County Bar, presented the <br />in support of keeping the Courthouse and Jail in <br /> <br />UNANIMOUS RESOLUTION OF THE CABARRUS COUNTY B~R <br /> ADOPTED FEBRUARY 14, 2003 <br /> <br />WHEREAS, the Cabarrus County Commission has expressed interest in <br />relocating the Cabarrus County Courthouse and jail ("Justice <br />Complex") to the Brown Mill area approximately two miles from <br />their present location in downtown Concord; and <br /> <br />WHEREAS, downtown Concord has shown remarkable and exciting <br />revitalization in recent years; and <br /> <br />WHEREAS, the collection of most city and county government <br />offices, including the Justice Complex, has been a substantial <br />contributor to this revitalization; and <br /> <br />WHEREAS, there is great value to all citizens of Cabarrus County <br />to be able to accomplish all of their government business in one <br />central location; and <br /> <br />WHEREAS, the members of the Cabarrus County Bar have significant <br />investments in downtown Concord with regard to their office <br />space, as do other supporting businesses to the legal system, <br />including title insurance companies, investigators, bonding <br />agencies, court reporters, restaurants and the like; and <br /> <br />WHEREAS, Cabarrus County citizens and members of the legal <br />community in their daily work need convenient access to both the <br />Cabarrus County office building, the Justice Complex, and other <br />County and City governmental offices; and <br /> <br />WHEREAS, this need is especially acute for real property <br />practitioners, who must search databases in both buildings <br />numerous times each day; and <br /> <br />WHEREAS, the members of the Cabarrus County Bar unanimously agree <br />that the existing courthouse is in good working order, that the <br />third floor was recently completely renovated at significant <br />County expense, and that a new courthouse is not needed at this <br />time; and <br /> <br />WHEREAS, any relocation of the Justice Complex would result in <br />considerable inconvenience to the citizens of Cabarrus County and <br />increased traffic and pollution due to the many additional car <br />trips between downtown and the proposed Brown Mill location which <br />would be required for those needing government services; and <br /> <br />WHEREAS, numerous expansion locations already owned by or easily <br />available to the County already exist downtown; and <br /> <br />WHEREAS, the Brown Mill property is not presently owned by the <br />County and would require significant demolition of existing <br />buildings and infrastructure improvements, all at significant <br />expense, issues which do not exist with regard to other proposed <br />downtown expansion locations for the Justice Center; <br /> <br />NOW, THEREFORE, by unanimous vote this 14tn day of February, 2003, <br />the Cabarrus County Bar does hereby resolve that it opposes any <br />move of any part of the Justice Center from downtown Concord, and <br />hereby urges the members of the County Commission to consider <br />other expansion locations which would not have an adverse effect <br /> <br /> <br />
