February 17, 2003 Page 53 <br /> <br />(E-4) Authorization for Submission of Criminal Justice Partnership Program <br /> <br />Grant Application and .Approval of Contract with Carolina Addiction and <br />Recover}, Environmen~ (CARE) for the Provision of Intensive and Regular <br />Outpatient Substance Abuse Treatment Services to Offenders Referred by the <br /> <br />Courts <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board authorized the Interim County Manager to <br />submit the Criminal Justice Partnership Program Grant Application for <br />continuation of implementation funding in the amount of $115,231.00. <br />Further, the Board approved the contract with Carolina Addiction and Recovery <br />Environment (CARE) for the provision of intensive and regular outpatient <br />substance abuse treatment services to offenders referred by the Courts and <br />authorized the Interim County Manager to sign the contract on behalf of <br />Cabarrus County. <br /> <br />(E-5) Approval of Architectural Contracts (Amendment) for School/Park <br /> <br />Facilities at Bethel Elementar~ and Pitts School Road Elementary and <br />Agreement to Advance Fund Architecture Fees <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the contract amendment with <br />Martin Boal Anthony and Johnson for design services for school/park <br />facilities at Bethel Elementary ($64,000.00) and Pitts School Road Elementary <br />($58,500.00) school sites. Further, the Board agreed to advance fund the <br />architecture fees with the County to be reimbursed at the time the <br />Certificates of Participation are sold. <br /> <br />(E-6) Award of Service Weapon and Badge to Sergeant W. Terry Black on his <br />Retirement <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board, pursuant to North Carolina General <br />Statute 20-187.2, declared surplus and authorized the award for the price of <br />$1.00 the service weapon (Smith & Wesson 9MM, Model:5906, Serial Number <br />VBV2294) and badge to Sergeant W. Terry Black on his retirement from the <br />Cabarrus County Sheriff's Department on March 1, 2003. <br /> <br />(F) NEW BUSI1FESS <br /> <br />(F-l) Possible Relocation of the Jail and Courthouse - Heath Ritchie, <br /> <br />President of the Residents of Historic Concord <br /> <br /> Mr. Heath Ritchie, President of the Residents of Historic Concord and <br />speaking on behalf of the Board of Directors of that organization, expressed <br />concern about the possible relocation of the Courthouse/Jail from downtown <br />Concord. He stated moving the Jail and Courthouse from downtown would result <br />in the loss of Courthouse traffic and would severely impact downtown <br />businesses, including restaurants, law offices and bail bondsmen. Also, Mr. <br />Ritchie commented on the historical significance of keeping the Courthouse in <br />downtown Concord. <br /> <br /> Mr. Laine Harling, President of the Concord Downtown Development <br />Corporation (CDDC), commented on the importance of keeping the Courthouse in <br />downtown Concord and presented the following Resolution adopted by the CDDC <br />Board of Directors in September 2002. <br /> <br />CONCORD DOWNTOWN DEVELOPMENT <br />CORPORATION <br /> RESOLUTION <br /> <br />Whereas, Concord Downtown Development Corporation [CDDC] <br />recognizes that Concord is the county seat of Cabarrus County; <br />and, that as the county seat, Concord houses the county <br />courthouse, the Sheriff's department, and the county jail; <br /> <br />Whereas, CDDC recognizes that the current county jail may be <br />inadequate to house the number of prisoners currently in the <br />county's criminal justice system, CDDC understands the need for <br />expanded space in the county jail. <br /> <br />Be it resolved that, CDDC believes that a new jail facility <br />should be located within the downtown region of Concord, while <br />remaining faithful to the historic character and the integrity of <br />design, and the vision and implementation strategies of Concord's <br /> <br /> <br />
