March 17, 2003 Page 82 <br /> <br />(F-9) 2004 County-Wide Reappraisal U~date <br /> <br /> Ms. Dawn McHale, Tax Administrator, and Rick Johnson, Real Estate <br />Appraisal Manager, presented an update on the 2004 countywide reappraisal. <br />Mr. Johnson stated the process is on schedule with the Schedule of Values to <br />be presented for Board approval in late summer and reappraisal notices to be <br />mailed in November. Informal hearings are scheduled to begin before <br />Christmas. Ms. McHale responded to questions regarding the COTT revaluation <br />system and the effect of current economic conditions on the revaluation. She <br />reported that staff would be available to make presentations regarding the <br />reappraisal process at meetings of civic clubs, homeowners associations, <br />professional organizations, etc. <br /> <br />(F-10) Award of Contract ($112,189) to Joe H. Ervin Grading Company for <br />Additional Parking at the Arena and Events Center <br /> <br /> To address the needs of additional parking at the Cabarrus Arena and <br />Events Center, bids were taken to construct 8.25 acres of new parking. The <br />new parking areas will be cleared, graded and seeded. This area will also be <br />internally connected to existing paved parking by a newly constructed paved <br />drive. The new parking will create approximately 1,200 new parking spaces. <br />The bids received were as follows: Joe H. Ervin Grading Company, Inc. <br />$112,189.00; SC Hondros & Associates, Inc. - $157,495.00. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved a contract for additional parking <br />at the Arena and Events Center with the low bidder, Joe H. Ervin Grading <br />Company, Inc., for a cost of $112,189.00. <br /> <br />(F-11) 2002 Ice Storm Hazard Mitigation Grants <br /> <br /> As a result of widespread damage experienced during the ice storm of <br />December 2002, Mr. Day reported that the Federal Emergency Management Agency <br />has made funds available through a grant process for mitigation efforts that <br />would eliminate similar type problems during future severe weather events. He <br />stated that Public Safety Services personnel have identified five projects <br />that would help the County's emergency response program. These included <br />equipping .three schools (Kannapolis Middle, Bethel Elementary and Robinson <br />High School) to be used as shelters, retrofitting the Cabarrus County Senior <br />Center for use as a ~Special Needs Shelter" and performing electrical work at <br />EMS Station No. 1 to allow for an easy connection with a portable generator. <br />Further, Mr. Day reported that there has been some discussion with the City <br />of Kannapolis about plans to fund the Kannapolis Middle School shelter. He <br />advised all of the items with the exception of that in Kannapolis could be <br />accomplished for approximately $132,000.00 in County funds, or 25 percent of <br />the total cost. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board authorized staff to apply for the Hazard <br />Mitigation Grant for those projects presented by Mr. Day and authorized up to <br />$200,000.00 as the local share. Further, the Board adopted the following <br />Resolution authorizing John Day to submit the application on behalf of <br />Cabarrus County. <br /> Resolution No. 2003-08 <br /> DESIGNATION OF APPLICANT'S AGENT <br /> RESOLUTION <br /> <br />BE IT RESOLVED by Board of Commissioners of Cabarrus County, N.C. THAT John <br />D. Day, Interim County Manager, is hereby authorized to execute for and in <br />behalf of Cabarrus County, a public entity established under the laws of the <br />State of North Carolina, this application and to file it in the appropriate <br />State office for the purpose of obtaining certain Federal financial <br />assistance under the Disaster Relief Act (Public Law 288, 93rd Congress) or <br />otherwise available from the President Disaster Relief Fund. <br /> <br />That Cabarrus County, a public entity established under the laws of the State <br />of North Carolina, hereby authorizes its agent to provide to the State and to <br />the Federal Emergency Management (FEMA) for all matters pertaining to such <br />Federal disaster assistance the assurance and agreements printed on the <br />reverse side hereof. <br /> <br />Passed and approved this 17th day of March, 2003. <br />/s/ Robert M.
