March 17, 2003 Page 65 <br /> <br />salute members of the Cabarrus Extension and Community Association (ECA). She <br />introduced Ms. Judy Furr, 2002 ECA Council President, for comments. <br /> <br /> Ms. Furr gave a brief overview of the Extension and Community <br />Association, which includes 12 clubs with 165 members in Cabarrus County. <br />She stated ECA is a very active organization providing numerous education <br />programs and volunteering in many areas of service in the county. Ms. Furr <br />introduced the following ECA officers: Joyce Kluttz (2003 County Council <br />President), Jill Linker (2003 First Vice-President), Judy Graeber (2003 <br />Second Vice-President) and Pat Wickliff (County Family and Issues <br />Coordinator). She thanked the Board members for their support and presented <br />gifts made by ECA members in appreciation of that support. <br /> <br />(C-2) Recognition of Betsy Ballard on Her Retirement from the Tax Collector's <br />Office <br /> <br /> Ms. Dawn McHale, Tax Administrator, and Ms. Linda Morgan, Tax <br />Collection Supervisor, recognized Ms. Betsy Ballard on her retirement from <br />the Tax Collector's office. Ms. Ballard began employment with Cabarrus County <br />on January 1, 1985 and will retire on March 20, 2003. <br /> <br /> On behalf of the Board, Vice Chairman Suggs presented a plaque to Ms. <br />Ballard in appreciation for her 18 years of service to Cabarrus County and <br />its citizens. <br /> <br />(C-3) Recognition of Sergeant W. Terr~ Black on His Retirement from the <br />Cabarrus County Sheriff's Department <br /> <br /> Sheriff Brad Riley recognized Sergeant W. Terry Black on his retirement <br />from the Cabarrus County Sheriff's Department. Sergeant Black was sworn in a <br />deputy on July 15, 1974 and retired on February 28, 2003. <br /> <br /> On behalf of the Board, Commissioner Privette presented a plaque to <br />Sergeant Black in appreciation for his service to Cabarrus County and its <br />citizens. <br /> <br /> Sergeant Black offered brief comments regarding his tenure with the <br />Sheriff's Department and praised employees of Cabarrus County and the <br />Sheriff's Department. <br /> <br />(D) OLD BUSINESS <br /> <br />(D-l) Justice Center Pro~ect Monthly Progress Report <br /> <br /> Mr. Day reported that the Architect Screening Committee met on March 11 <br />and reviewed the 13 architectural proposals that were received for the <br />Justice Center project. The committee narrowed the field to five or six <br />firms and asked for more detailed proposals from those firms. <br /> <br /> Sheriff Riley reported there is a verbal commitment with Gaston County <br />Jail officials to enter into a 12-month agreement to house (as needed) 10 to <br />20 Cabarrus County inmates. He stated that Lieutenant Scott Hayworth (Chief <br />Jail Administrator) is still seeking other facilities within a radius of 100 <br />miles that could be used to house inmates on a short-term basis. Finally, <br />Sheriff Riley stated the average daily population for the Jail was 192 for <br />the month of February and 205 thus far during the month of March. <br /> <br />(D-2) Summ%ar~ of Short- and Long-term Goals U~date <br /> <br /> Mr. Day presented an update on the short- and long-term goals <br />identified by the Board at its January work session. He stated a number of <br />issues such as the Eastern Area Plan, County's fiscal condition and school <br />funding would be addressed later in this meeting. A request for funding the <br />widening of 1-85 has been sent to Congressman Robin Hayes for inclusion in <br />TEA-21 funding allocation. Mr. Day introduced Mark Martin, Harrisburg Town <br />Council member and Public Safety Director, for comments on the proposed <br />establishment of a municipal fire department. <br /> <br /> Mr. Martin reported on discussions by the Town of Harrisburg and the <br />Harrisburg Volunteer Fire Department regarding the establishment of a <br />municipal fire department. He stated the most significant issue to the Town <br />is how to equalize the tax rate in the Town and fire district until such time <br />the town limits can be expanded in 2010 to match the fire district <br />boundaries. Mr. Martin asked for an agreement with the Board concerning the <br />future tax levy in the fire district. <br /> <br /> <br />
