March 17, 2003 Page 66 <br /> <br /> Mr. Hartsell stated there could possibly be some type of agreement <br />between the County and the Town for the Town to provide fire services with <br />the County agreeing to a certain level of support for the areas that are <br />unincorporated. <br /> <br /> There was brief discussion regarding establishment of the municipal <br />fire department and the annual levy of the fire district tax by the Board of <br />Commissioners. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board asked Mark Martin to work with <br />the County Attorney to look at various types of fire service agreements <br />between the County and the Town of Harrisburg and to bring a recommendation <br />back to the Board. <br /> <br />(D-3) Ordinance Amending Chapter 34 (Fire Prevention and Protection) of the <br />Cabarrus County Code of Ordinances - Second Reading <br /> <br /> On December 16, 2002, the Board adopted on first reading an Ordinance <br />amending the Cabarrus County Fire Prevention Code. The proposed amendment <br />would eliminate cash contributions by the County to the five volunteer fire <br />departments of Georgeville, Jackson Park, Mt. Mitchell, Northeast and Rimer. <br />(The cash contributions have been phased out for the other departments.) The <br />Board asked staff to contact the five departments prior to making a final <br />decision on the proposed Ordinance. <br /> <br /> Commissioner Carpenter reported that she had spoken with <br />representatives from four of the five departments. She indicated that the <br />termination of those funds would impair such departments as Rimer from having <br />sufficient funds to provide necessary equipment for its firefighters. <br /> <br /> UPON MOTION of vice Chairman Suggs, seconded by Commissioner Carpenter <br />and unanimously carried, the Board voted to leave the funding in place for <br />the volunteer fire departments. <br /> <br /> The Board took no action to adopt the proposed Ordinance amending <br />Chapter 34 (Fire Prevention and Protection) on second reading. Therefore, the <br />proposed Ordinance died. <br /> <br />(D-4) U~set Bid Process for One Acre of the Former Fairgrounds Property <br /> <br /> Mr. Day updated the Board on the upset bid process for one acre of the <br />former Fairgrounds property located at the corner of Cabarrus Avenue and <br />Union Cemetery Road. The original bidder (FFC Limited Partnership) is now <br />offering $400,000.00 for the one acre and wants to require that upset bid <br />deposits become non-refundable. Stating concern that the sale of the one- <br />acre parcel would hinder the sale of the remainder of the property, Mr. Day <br />suggested that the Board reject all bids and sell all the property as one <br />parcel or develop a master plan for the property and then sell the lots. <br />Further, he proposed that the Board authorize him to seek proposals from real <br />estate firms concerning the sale of this property as well as other County <br />property that is for sale, including the County School Administrative <br />complex. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Vice Chairman Suggs <br />and unanimously carried, the Board voted to reject all bids for the sale of <br />the one acre parcel at the corner of Cabarrus Avenue and Union Cemetery Road <br />and directed Mr. Day to seek proposals for marketing all of the former <br />fairgrounds property and other County property currently for sale, including <br />the current County School Administrative Complex. <br /> <br />(E) CONSENT AGENDA <br /> <br />(E-l) Budget Amendment - Librar~ (Grant Funds and Gifts/Contributions) <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Carpenter <br />and unanimously carried, the Board adopted the following budget amendment <br />appropriating additional funds from the State Aid to Libraries Grant and a <br />gift of $2,500.00 to the Concord Library Branch for the purchase of computer <br />equipment. <br /> BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF Library <br />AMOUNT: $28,640.00 <br /> <br /> <br />
