March 17, 2003 Page 72 <br /> <br />DISCRETIONARY RUR~J~ GENERAL PUBLIC FUNDING FOR REGIONAL <br /> TRA/qSPORTATION SYSTEMS <br /> <br />Whereas Article 2B of Chapter 136 of the North Carolina General Statutes and <br />the Governor of North Carolina have designated the North Carolina Department <br />of Transportation as the agency responsible for administering all federal <br />and/or state programs related to public transportation, and grants the <br />department authority to do all things required in applicable federal and/or <br />state legislation to properly administer the public transportation programs <br />within the State of North Carolina; <br /> <br />This is certify that the undersigned is duly elected, qualified and acting <br />chairperson of the Governing Board of Cabarrus County, a regional <br />transportation system operating in North Carolina, and that the following <br />statements are true and accurate: <br /> <br />Rural General Public Program <br />1. The funds will be used in a manner consistent with the Discretionary Rural <br /> General Public Transportation Project Description <br />2. Information regarding use of the funds will be provided at such time and <br /> in such a manner as the department may require. <br />3. Discretionary RGP funds will be used to provide eligible services during <br /> the period July 1, 2003 through June 30, 2004. <br />4. Any interest earned on discretionary RGP funds will be expended for <br /> eligible program uses as specified in the discretionary RGP application. <br />5. Freeman <br /> <br />Chairperson <br /> <br />(F-3) Amendments to Chapter 14 Buildings and Building Regulations of the <br />Cabarrus County Code of Ordinances - Public Hearing - 6530 p.m. <br /> <br /> Mr. Day presented the proposed amendments to Chapter 14 (Buildings and <br />Building Regulations) to include by reference Appendix G (Pools, Spas and Hot <br />Tubs) of the 2000 International Residential Code (2002 edition). Additional <br />amendments were also proposed to reflect department name and position title <br />changes resulting from the last County reorganization. <br /> <br /> At 9:15 p.m., Chairman Freeman opened the public hearing on the <br />Ordinance Amending Chapter 14 (Buildings and Building Regulations) of the <br />Cabarrus County Code of Ordinances. The Notice of Public Hearing was <br />published in THE CHARLOTTE OBSERVER (Cabarrus Neighbors) on March 2 and March <br />16, 2003. <br /> <br /> Mr. Mel Murray spoke in support of the proposed Ordinance to adopt by <br />reference Appendix G of the 2000 International Residential Code (2002 <br />edition). <br /> <br /> There was no one else present to address the Board, and Chairman <br />Freeman closed the public hearing at 9:18 p.m. <br /> <br /> UPON MOTION of vice Chairman Suggs, seconded by Commissioner Carpenter <br />and unanimously carried, the Board adopted the following Ordinance. <br /> <br />Ordinance No. 2003-04 <br /> <br /> Ordinance Amending <br />CABARRUS COUNTY CODE OF ORDINANCES <br />Chapter 14, Article II <br /> Permits and Inspections <br /> <br />BE IT ORDAINED that Chapter 14, Article II, of the Code of Ordinances, <br />Cabarrus County, North Carolina, is hereby amended to read as follows: <br /> <br />ARTICLE I <br />IN GENERAL <br /> <br />Secs. 14-1 - 14-25 Reserved <br /> <br /> ARTICLE II <br />PERMITS AND INSPECTIONS <br /> <br /> <br />
