<br />Sec. 14-26. Permits required.
<br />
<br />(a)
<br />
<br />It shall be unlawful for any person to build, construct, repair,
<br />remodel, insulate, add to, move or demolish any structure or building
<br />within the county without first having secured a permit for the
<br />proposed work.
<br />
<br />(b)
<br />
<br />It shall be unlawful to initiate work on any proposed project before a
<br />permit is obtained. A fee equal to two times the permit fee will be
<br />assessed for a violation of this section.
<br />
<br />(c)
<br />
<br />A permit is not required for any construction, installation, repair,
<br />replacement, or alteration costing $5,000.00 or less in any single
<br />family residence or farm building unless the work involves: the
<br />addition, repair, or replacement of load-bearing structures; the
<br />addition (excluding replacement of same size and capacity) or change in
<br />design of plumbing; the addition, replacement, or change in the design
<br />of heating, air conditioning, or electrical wiring, devices,
<br />appliances, or equipment; the use of materials not permitted by the
<br />~ ...... ~ ...... ~~ ~"~ .... ~ International Building Code
<br />(including North Carolina amendments); or the addition, excluding
<br />replacement of like grade fire resistance, or roofing.

<br />(d)
<br />
<br />It shall be unlawful to commence or proceed with any new construction
<br />without first obtaining an insulation permit.
<br />
<br />(e)
<br />
<br />It shall be unlawful for any person who, for consideration, installs,
<br />alters, or restores any insulation or other materials or energy
<br />utilization equipment designed or intended to meet the state building
<br />ccdc International Building Code (including North Carolina amendments)
<br />requirements for insulation and energy utilization standards, to begin
<br />work without first securing a permit. This requirement shall not apply
<br />to an owner working upon his own building or to an installer working
<br />under the supervision of a registered architect or professional
<br />engineer, whose name and registration number shall appear upon the face
<br />of the permit.

<br />(f)
<br />
<br />It shall be unlawful to commence or proceed with construction on any
<br />building or structure requiring a fire sprinkler without first
<br />obtaining a fire sprinkler permit.
<br />
<br />(g)
<br />
<br />It shall be unlawful to commence or proceed with installation,
<br />extension, or general repair of any plumbing system without first
<br />securing a permit.
<br />
<br />(h)
<br />
<br />It shall be unlawful to commence or proceed with the installation,
<br />extension or general repair of any heating and cooling equipment system
<br />without first securing a permit.
<br />
<br />(i)
<br />
<br />It shall be unlawful to commence or proceed with the installation,
<br />extension, alteration, or general repair of any electrical wiring,
<br />devices, appliances, or equipment without first securing a permit.
<br />
<br />(j)
<br />
<br />The following municipalities shall be subject to the requirements of
<br />the county~.~...~..~~ ........... ~.~-^~ Dcpartment Public Safety Services
<br />Department regarding issuance of permits, fees, and inspections:
<br />Concord, Harrisburg, Kannapolis, Midland, and Mount Pleasant.

<br />
<br />No applicant may obtain a permit of any kind without correcting all
<br />code defects in his work performed under previously issued permits.

<br />Application for permits shall be made to the ..... ~ ........... ~---
<br />Dcpartmcnt Public Safety Services Department and shall be accompanied
<br />by plans and specifications showing the proposed work. Sealed
<br />architect or engineer drawings of appropriate footer and foundation
<br />design shall be submitted when existing structures (which are designed
<br />for human occupation) are to be relocated to a new property.
<br />
<br />No permit shall be issued unless the plans and specifications are
<br />identified by the name and author thereof.
