May 19, 2003 Page 118 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, May 19, 2003, at <br />6:30 p.m. <br /> <br />Present - Chairman: Robert Mo Freeman <br /> Vice Chairman: Richard D. Suggs <br /> Commissioners: Carolyn B. Carpenter <br /> Robert W. Carruth <br /> Coy C. Privette <br /> <br /> Also present were Mr. John D. Day, Interim County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the <br />Board. <br /> <br />Chairman Freeman called the meeting to order at 6:33 p.m. <br /> <br /> Boy Scout Troop 222 of Harrisburg United Methodist Church conducted the <br />Flag Ceremony. Scouts Sean Harris, Robert Reinhardt and Jon Seibert <br />participated in the ceremony. <br /> <br /> Dr. Forbis L. Kivett of First Wesleyan Church in Kannapolis gave the <br />invocation. <br /> <br />(A) APPROVAL OR CORRECTION OF MINUTES <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Carpenter <br />and unanimously carried, the Board approved the minutes of March 31, 2003 <br />(Recessed Meeting), April 21, 2003 (Regular Meeting) and April 30, 2003 <br />(Recessed Meeting) as submitted. <br /> <br />(B) APPROVAL OF THE AGENDA <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Carpenter <br />and unanimously carried, the Board approved the following changes to the <br />Agenda: (1) Addition of a Closed Session to discuss pending or threatened <br />litigation and for consultation with the County Attorney; (2) Removal of <br />Items E-5, E-6, E-7, and E-8 from the Consent Agenda for discussion as <br />requested by Commissioner Carpenter; and (3) Addition of "Project CARES" to <br />New Business as requested by Commissioner Carpenter. <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br />(C-1) Recognition of Sergeant Ron Beaver on His Retirement from the Sheriff's <br />Department <br /> <br /> chief Deputy Tony McGuire recognized Sergeant Ronald Beaver on his <br />retirement from the Cabarrus County Sheriff's Department. Sergeant Beaver <br />began employment with the Sheriff's Department on April 1, 1973 and retired <br />on April 30, 2003. <br /> <br /> On behalf of the Board, Vice Chairman Suggs presented a plaque to <br />Sergeant Beaver in appreciation for his service to Cabarrus County and its <br />citizens, and especially for his work on behalf of the children of Cabarrus <br />County. <br /> <br />(C-2) Recognition of Lyles Boger on His Retirement from the Department of <br />Social Services <br /> <br /> Mr. Jim Cook, Social Services Director, recognized Smoot ~Lyles" Boger <br />on his retirement from the Department of Social Services. Mr. Boger began <br />employment with Social Services on November 9, 1978 and retired on April 30, <br />2003 as a Social Worker with the Children's Services Program. <br /> <br /> On behalf of the Board, Commissioner Carpenter presented a plaque to <br />Mr. Boger in appreciation for his service to Cabarrus County and its <br />citizens, and especially for his work on behalf of the children of Cabarrus <br />County. <br /> <br />(D) OLD BUSINESS <br /> <br />(D-l) Justice Center Project Monthly Progress Report <br /> <br /> <br />
