May 19, 2003 Page 125 <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board set a public hearing on the proposed FY <br />2003-04 Cabarrus County Budget at 6:30 p.m. (or as soon thereafter as persons <br />may be heard) on June 16, 2003 in the Commissioners' Meeting Room. <br /> <br /> Chairman Freeman invited the public to attend the budget work sessions <br />scheduled on May 20, May 27 and May 29. Each meeting will begin at 5:30 p.m. <br />in the Multipurpose Room at the Governmental Center. <br /> <br />(F-7) Project CARES <br /> <br />Commissioner Carpenter presented information regarding the C~ES <br />(C__abarrus R__espect and ~upport) Committee that has been established to <br />facilitate community support and assistance for military personnel and <br />families. The Committee, in coordination with the Red Cross, churches and <br />other existing agencies, will aid the community in addressing the unmet needs <br />of military families and personnel. The Committee will identify military <br />families and their needs, identify and then coordinate businesses and <br />individuals willing to provide their time and talents to meet those needs. <br />Military families needing assistance are asked to contact Karen Long at the <br />Red Cross with businesses/individuals offering assistance to contact Ann <br />Cannon. Finally, Commissioner Carpenter expressed appreciation to the <br />National Guard members (and their families) of the 1454 Transportation <br />Company currently serving in Irag. She stated special homecoming activities <br />would be held when the National Guard personnel return home. <br /> <br />(G) APPOINTMENTS TO BOARDS AND COMMITTEES <br /> <br />(G-l) Adult Care Home Community Advisor~ Committee <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Chairman Freeman and <br />unanimously carried, the Board reappointed Melzie Hartsell to the Adult Care <br />Home Community Advisory Committee for a term of three years ending May 31, <br />2006. <br /> <br />(~-2) Fire Protection District Commissioners <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Carruth <br />and unanimously carried, the Board appointed the following persons as Fire <br />Protection District Commissioners as recommended by their respective fire <br />departments for terms of two years ending March 31, 2005. <br /> <br />Allen: Mike Faggart; Ralph Honeycutt; John Campbell <br />Cold Water: James R. Preddy, Jr.; Roy Casper; John Walker <br />Flowes Store: Brian Schmitt; Jimmy Hughes; Tony Bridges <br />Georgeville: Kelly Whitley; Ernest Fink; Allen Hartsell <br />Harrisburg: Charles M. Greene; Harvey Gould; Bryan R. Dunn <br />Jackson Park: Ben Mabrey, Sr.; Clyde Furr; Bill Heglar <br />Midland: Howard Troutman; Gilbert Black; John H. Biggers <br />Mt. Mitchell: Jim Mann; Doyle Bost; James Simmons <br />Northeast Cabarrus: Richard Earnhardt; Jay Culp; Roy Coley <br />Odell: Bernard Smith; Harvey Morris; Jake Williams <br />Rimer: Alvin Moser; Ronnie Boger; Daron Buckwell <br /> <br />(~-3) Criminal Justice Partnership Pro,ram Advisor~ Board <br /> <br /> The terms of appointment for Sheriff Brad Riley, Concord Police Chief <br />Merl Hamilton, Dorsey Ward, Dana Nance, Teresa Rettinger and Toni Shope as <br />members of the Criminal Justice Partnership Program (CJPP) Advisory Board <br />ended April 30. The CJPP Advisory Board submitted the following <br />recommendations: (1) Reappoint all members with the exception of Ms. Shope <br />(Community Based Corrections) who resides outside Cabarrus County; (2) Leave <br />the Community Based Corrections seat vacant at this time; and (3) Add another <br />at-large seat and appoint Nicola Davis Bivens to the at-large seat. <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Carpenter <br />and unanimously carried, the Board reappointed Brad Riley (Sheriff), Merl <br />Hamilton (Chief of Police), Dorsey Ward (Mental Health), Dana Nance <br />(Probation Officer) and Teresa Rettinger (Probation Officer) to the Criminal <br />Justice Partnership Advisory Board for terms of three years ending April 30, <br />2006 with the Community Based Corrections position to remain open at this <br />time. Further, the Board created a new at-large position and appointed <br />Nicola Davis Bivens to that position for a term of three years ending April <br />30, 2006. <br /> <br /> <br />
