May 19, 2003 Page 129 <br /> <br />(G-4) Water & Sewer Authority of Cabarrus County <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board reappointed Chairman Freeman and Vice <br />Chairman Suggs as the County Appointees to the Water and Sewer Authority of <br />Cabarrus County for terms of three years ending in June 2006. <br /> <br /> There was brief discussion regarding County representation on the Water <br />and Sewer Authority. Issues discussed included the possibility of rotating <br />County Commission members as members of the Authority and the possibility of <br />limiting membership to elected officials and/or private citizens rather than <br />having staff members from the various entities serving on the Authority. <br /> <br />(G-5) Board of Equalization and Review <br /> <br /> The Board received the written resignation of William P. Ferriss from <br />the Board of Equalization and Review. In his letter, Mr. Ferriss cited a <br />conflict of interest due to his recent acceptance of a contract to work with <br />Cabarrus County Tax Office on the 2004 Revaluation. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Chairman Freeman and <br />unanimously carried, the Board appointed Lester Shelton to the Board of <br />Equalization and Review to fill an unexpired term ending June 30, 2005. <br /> <br />(~-6) Harrisburg Planning and Zoning Board (Extraterritorial Jurisdiction <br />Member) <br /> <br /> The term of appointment for Lloyd Quay as the Extraterritorial <br />Jurisdiction (ETJ) member of the Harrisburg Planning and Zoning Board ends <br />July 1, 2003. Mr. Quay is completing his second three-year term or six <br />consecutive years. The Board received a Memo dated May 7, 2003, from Tyrel <br />G. Moore, Chairman of the Harrisburg Planning and Zoning Board, requesting <br />the reappointment of Mr. Quay to his third term as the ETJ Member. <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Suggs <br />and unanimously carried, the Board reappointed Lloyd Quay as the <br />Extraterritorial Jurisdiction member on the Harrisburg Planning and Zoning <br />Board for a term of three years ending July 1, 2006. <br /> <br /> It was acknowledged that Mr. Quay's reappointment was an exception to <br />the County's Appointment Policy that limits membership to six consecutive <br />years. <br /> <br />(G-7) Jur~ Commission <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board reappointed Phyllis Crump to the <br />Jury Commission for a term of two years ending June 30, 2005. <br /> <br />(H) INFORMAL PUBLIC CO~4ENTS <br /> Chairman Freeman opened the meeting for Informal Public Comments. <br /> <br /> Mr. John Cox, Chief Executive Officer of the Cabarrus Regional Chamber <br />of Commerce, presented comments on The Winston held at Lowe's Motor Speedway <br />this past weekend. He discussed local efforts to keep The winston in Cabarrus <br />County. <br /> <br />(I) COMMISSIONERS DISCUSSION & RESPONSE TO INFORMAL PUBLIC COMMENTS <br /> <br /> Board members discussed the economic impact that The Winston has on the <br />local economy and its importance to Cabarrus County. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Chairman Freeman and <br />unanimously carried, the Board directed that the Chairman send a letter to <br />NASCAR in support of keeping The Winston at Lowe's Motor Speedway. <br /> <br />(J) REPORTS <br /> <br /> The Board received the following reports as part of the Agenda: (1) <br />Vacant Position Report (Effective May 9, 2003); and (2) Homeland Security <br />Grants - Update. <br /> <br /> <br />
