May 19, 2003 Page 121 <br /> <br />(E-5) Authorization for the Department of Social Services to Apply for a <br />Grant for a Consumer Directed Services Pilot Pro~ect <br /> <br /> Mr. James Polk and Alta McKelvin from the Department of Social Services <br />responded to questions regarding the consumer-directed services pilot <br />project. The State Division of Medial Assistance is offering grants to <br />counties providing Community Alternatives Program (CAP) in-home services to <br />elderly and disabled persons to implement a ~consumer-directed services" <br />approach recommended by the National Institute of Health. In this approach, <br />the CAP client and family assume greater responsibility for selecting and <br />supervising in-home aides. The grant of $20,000.00 will be used to pay for <br />contracted start-up costs such as training of Social Services staff and in- <br />home aides. No County matching funds are required. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board authorized the Department of <br />Social Services to apply for the Consumer Directed Services Pilot Project <br />grant. <br /> <br />(E-6) Parks and Recreation Fees and Charges Pollcy/Schedule for FY 2003-04 <br /> <br /> Mr. Steve Little, Parks and Recreation Director, responded to questions <br />regarding the proposed Parks and Recreation Policy and Fee Schedule for FY <br />2003-04. He stated the facility fees are waived for youth athletic <br />association events, <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board approved the Cabarrus County <br />Parks and Recreation Fees and Charges Policy/Schedule for Fiscal Year 2003- <br />2004 as submitted. The policy included the fees and charges for the use of <br />facilities and equipment and the participation in programs sponsored by the <br />Department. The Fees and Charges Policy as adopted by the Board is on file <br />in the County Manager's Office and hereby included by reference as a part of <br />the minutes. <br /> <br />(E-7) Planning and Zoning Fee Schedule for FY 2003-04 <br /> <br />Mr. Jonathan Marshall, Planning Services Director, responded to <br />questions regarding the proposed Planning and Zoning Fee Schedule. He <br />explained the fee schedule is based on actual costs to the County for <br />processing the various application requests.
