<br />(E-3) Budget Amendment - Cabarrus Arena and Events Center Construction Fund

<br />(Contribution from Tourism Authority)
<br />
<br /> The Tourism Authority has contributed $750,000.00 to the Arena and
<br />Events Center Construction Fund for improvements at the facility.
<br />
<br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette
<br />and unanimously carried, the Board adopted the following budget amendment.
<br />

<br />(E-4) Resolution Approving the Memorandum of Understanding Ex~anding the
<br />Metropolitan Planning Organization to Include All of Rowan County and
<br />Caberrus County
<br />
<br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette
<br />and unanimously carried, the Board adopted the following Resolution.

<br /> Resolution No. 2003-16
<br />RESOLUTION PASSED BY THE BOARD OF COMMISSIONERS
<br /> OF THE COUNTY OF CABARRUS, NORTH CAROLINA
<br />
<br />The following resolution was offered by Commissioner Carruth, and seconded by
<br />Commissioner Privette and upon put to a vote was carried unanimously on the
<br />19th day of May, 2003.
<br />
<br /> THAT WHEREAS, it is recognized that the proper movement of travel
<br />within and through the Cabarrus-Rowan urbanized area is highly desirable
<br />element of a comprehensive plan for the orderly growth and development of the
<br />area; and
<br />
<br /> WHEREAS, there are a nu~er of governmental jurisdictions within the
<br />Cabarrus-Rowan urbanized area which have been authorized with implementation
<br />and regulatory responsibilities for transportation by North Carolina General
<br />Statutes; and
<br />
<br /> WHEREAS, it is desirable that coordinated, comprehensive and
<br />cooperative transportation planning processes be maintained in the Cabarrus-
<br />Rowan urbanized area to insure that the transportation system is maintained
<br />on an efficient and economical basis commensurate with the public health,
<br />safety and welfare; and
<br />
<br /> WHEREAS, a revised Memorandum of Understanding between the City of
<br />Concord, City of Kannapolis, Town of China Grove, Town of Landis, City of
<br />Salisbury, Town of Harrisburg, Town of Mount Pleasant, Town of Granite
<br />Quarry, Town of Spencer, Town of Rockwell, Town of Cleveland, County of
<br />Rowan, County of Cabarrus, and the North Carolina Department of
<br />Transportation has been prepared that sets forth the responsibilities and
<br />working arrangements for maintaining a continuing, comprehensive and
<br />cooperative transportation planning process; and
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNTY COMMISSIONERS OF THE
<br />COUNTY OF CABARRUS, NORTH CAROLINA:
<br />
<br /> That the Memorandum of Understanding between the City of Concord, City
<br />of Kannapolis, Town of China Grove, Town of Landis, City of Salisbury, Town
<br />of Harrisburg, Town of Mount Pleasant, Town of Granite Quarry, Town of
<br />Spencer, Town of Rockwell, Town of Cleveland, County of Rowan and the North
<br />Carolina Department of Transportation, Agreement Number 3-19-03, be approved
<br />and that the Chair and County Clerk are hereby directed to execute the
<br />Memorandum of Understanding.
