June 16, 2003 Page 151 (E-lO) Grants Approval of Grant Applications to the State for 4-H School Aged Car~ The 4-H After School Program and North Carolina Cooperative Extension are applying for two separate availability grants of $35,000.00 each for the Elite Day Care Center and the Logan Community Day Care Center #3. These funds would enable these two centers to develop, establish and implement new after school programs. UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth and unanimously carried, the Board approved the grant applications to the State of North Carolina for the $70,000.00 4-H school age care availability grants for the development of after school programs at the Elite Day Care Center and the Logan Community Day Care Center #3. (E-11) Memorandum of Understanding in Support of a Three-County (Cabarrus, Rowan andDav~dson) ~egional G~eenway System The Board received the proposed Memorandum of Understanding for cooperation and planning by the counties of Cabarrus, Rowan and Davidson and municipalities in the preparation of a Greenway Master Plan for Grants Creek. Since greenway areas are identified in the current Livable Community Blueprint, no funds have been requested from Cabarrus County. UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth and unanimously carried, the Board approved the following Memorandum of Understanding and authorized the Chairman to execute the Memorandum on behalf of Cabarrus County. MEMOR~/qDUM OF UNDERSTA19DING IN SUPPORT OF A THREE-COUNTY REGIONAL GREEN-WAY SYSTEM BETWEEN ROWAN COUNTY, CABARRUS COUNTY, DAVIDSON COUNTY, CITY OF SALISBURY, TOWN OF CHINA GROVE, TOWN OF LANDIS, TOWN OF SPENCER, CITY OF KANNAPOLIS This Memorandum of Understanding is made and entered into this day of , 2003, by and between Rowan County, Cabarrus County, Davidson County, City of Salisbury, Town of China Grove, Town of Landis, Town of Spencer and the City of Kannapolis (hereinafter all these local governments will be referred to as the "Communities"). WITNESSETH THAT: WHEREAS, these "Communities" do hereby acknowledge their support of a three- county regional greenway system; and WHEREAS, these ~Communities" do recognize the importance of a greenway system which will provide a connection through open spaces, habitats, trails, parks, nature reserves, cultural and historic sites for the purpose of recreation and conservation to all of their citizens; and WHEREAS, the development of a connected greenway infrastructure will create opportunities for mutual and shared environmental awareness and appreciation by the citizens of these ~Communities;" and WHEREAS, the development of a connected greenway system will provide citizens with opportunities for further interaction, unity and harmony within these "Communities;" and WHEREAS, the development of a three-county greenway system will offer an alternative transportation venue to benefit not only for the citizens of these "Communities," but other areas as well; and WHEREAS, through this regional endeavor these ~Communities" will have the added benefit and rewards of working together to achieve a common goal. NOW, THEREFORE BE IT RESOLVED, that these ~Communities" will support a collaborative effort to expand and enhance their regional natural landscape through a three-county regional greenway system. IN WITNESS WHEREOF, the parties hereto have made and executed this Memorandum of Understanding as of the day and year first above written.
