June 16, 2003 Page 152 <br /> <br />(Signature Page for the following entities: Rowan County, Davidson County, <br />Cabarrus County, City of Salisbury, City of Kannapolis, Town of China Grove, <br />Town of Landis and Town of Spencer) <br /> <br />(E-12) Resolution Accepting and Endorsing the Solid Waste Management Plan <br />Update of 2003 for Cabarrus County <br /> <br /> The Solid Waste Management Plan Update is the second three-year update <br />to the original Cabarrus CoUnty Solid Waste Management Plan dated June 1997. <br />This Plan was prepared in accordance with the North Carolina General Statutes <br />for the purpose of meeting local solid waste needs and protecting public <br />health and the environment. A public hearing to receive comments on the <br />proposed plan was held on May 29, 2003 at 5:00 p.m. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board adopted the following Resolution. <br /> <br /> Resolution No. 2003-19 <br /> <br />RESOLUTION ACCEPTING ~ ENDORSING THE SOLID WASTE <br />MANAGEMENT PLAN UPDATE OF 2003 FOR CABARRUS COUNTY <br /> <br /> WHEREAS, it is a priority of this community to protect human health and <br />the environment through safe and effective management of municipal solid <br />waste; and <br /> <br /> WHEREAS, the reduction of the amount and toxicity of the local waste <br />stream is a goal of this community; and <br /> <br /> WHEREAS, equitable and efficient delivery of solid waste management <br />services is an essential characteristic of the local solid waste management <br />system; and <br /> <br /> WHEREAS, it is a goal of the community to maintain and improve its <br />physical appearance and to reduce the adverse effects of illegal disposal and <br />littering; and <br /> <br /> WHEREAS, the Cabarrus County recognizes its role in the encouragement <br />of recycling markets by purchasing recycled products; and <br /> <br /> WHEREAS, involvement and education of the citizenry is critical to the <br />establishment of an effective local solid waste program; and <br /> <br /> WHEREAS, the State of North Carolina has placed planning responsibility <br />on local government for the management of solid waste; and <br /> <br /> WHEREAS, NC General Statute 130A-309.09A(b) requires each unit of local <br />government, either individually or in cooperation with other units of local <br />government, to update the Ten Year Comprehensive Solid Waste Plan at least <br />every three years; and <br /> <br /> WHEREAS, the Cabarrus County Solid Waste Management Department and <br />Solid Waste Advisory Council have undertaken and completed a long-range <br />planning effort to evaluate the appropriate technologies and strategies <br />available to manage solid waste effectively. <br /> <br /> NOW THEREFORE, BE IT RESOLVED BY THE CABARRUS COUNTY BOA~RD OF <br />COMMISSIONERS~ <br /> <br /> That Cabarrus County's 2003 Ten Year Comprehensive Solid Waste <br />Management Plan Update is accepted and endorsed and placed on file with Clerk <br />to the Board on this day, June 16, 2003. <br /> <br />ATTEST: <br />/s/ Frankie F.
