July 21, 2003 Page 183 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, July 21, 2003, at <br />6:30 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Richard D. Suggs <br /> Commissioners: Carolyn B. Carpenter <br /> Robert W. Carruth <br /> Coy C. Privette <br /> <br /> Also present were Mr. John Do Day, Interim County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the <br />Board. <br /> <br />Chairman Freeman called the meeting to order at 6:33 p.m. <br /> <br />Commissioner Carruth led the Pledge of Allegiance. <br /> <br /> The invocation was give by Reverend James B. Graham of Mt. Zion Baptist <br />Church. <br /> <br />(A) APPROVAL OR CORRECTION OF MINUTES <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Suggs <br />and unanimously carried, the Board approved the minutes of May 29, 2003 <br />(Recessed Meeting), June 16, 2003 (Regular Meeting) and June 20-21, 2003 <br />(Visit to North Charleston) as written. <br /> <br />(B) APPROVAL OF THE AGENDA <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Prlvette <br />and unanimously carried, the Board approved'the Agenda as submitted. <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br /> There were no recognitions and presentations. <br /> <br />(D) OLD BUSINESS <br /> <br />(D-l) Justice Center Pro~ect Monthly Progress Report - John Day & Sheriff <br />Brad Riley <br /> <br /> Mr. Day reported that the Justice Center Steering Committee had not <br />visited' facilities in other counties as originally planned due to scheduling <br />difficulties. He stated the Steering Committee would meet on Thursday, July <br />24, to make a decision on its recommendation concerning the selection of an <br />architect for the jail/justice center project. <br /> <br /> Sheriff Brad Riley reported an average daily jail population of 171 for <br />the past 30 days. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board asked that the Justice Center <br />Steering Committee submit a recommendation for an architect for the <br />jail/justice center project at a Board meeting on July 28, 2003, and directed <br />the County Manager to provide the appropriate documents, including budget <br />amendment, in order for the Board to approve an architectural firm at that <br />meeting. <br /> <br />(E) CONSENT AGENDA <br /> <br />(E-l) Renewal of Franchise with Mid-State Transport for Non-Emergency <br />Ambulan6e Service - Second Reading <br /> <br /> On June 16, 2003, the Board adopted the Resolution and Ordinance <br />renewing the Franchise with Mid-State Transport, Inc. and the Franchise <br />Agreement on first reading. <br /> <br /> <br />
