July 21, 2003 Page 207 <br /> <br />(F-10) Consideration of Tax Administrator A~pointment <br /> <br /> UPON MOTION of Chairman Freeman, seconded by Commissioner Privette, <br />with Commissioner Carpenter voting against, the Board moved to appoint <br />Jeffrey Brent Weisner to the unexpired term of Tax Assessor and Tax Collector <br />for Cabarrus County for the period July 23, 2003 through August 8, 2005 and <br />to approve the appointment conditions agreed upon and set forth below. This <br />position has the title of Tax Administrator and reports directly to the <br />County Manager. The appointment included the following: <br /> <br />(1) Salary is $83,000.00 per year. <br />(2) Dependent health insurance - the County will pay $478.00 per month <br /> August 2003 through January 2004. Thereafter, $208.00 per month. <br />(3) Dependent dental insurance - the County will pay $55.00 per month <br /> August 2003 through January 2004. Thereafter, $46.00 per month. <br />(4) Vacation leave accrual at the rate of 20 days per year. <br />(5) Accrued sick leave from Iredell and Union Counties will be credited <br /> by the County as follows - 160 hours credited with employment and <br /> the remainder of certified, unreimbursed, sick leave credited the <br /> pay period of separation from County employment. <br />(6) Meet the requirements of the applicable North Carolina General <br /> Statutes for the position. <br />(7) Successful completion of the required drug screening test for all <br /> new hires. <br />(8) Completion of finance/credit and background checks and/or <br /> verification of employment, education, certification and other <br /> position related information. <br /> (9) Residence within Cabarrus County no later than six months following <br /> appointment. <br />(10) The position is classified as an exempt executive employee for FLSA <br /> purposes. <br /> <br /> Board members welcomed Mr. Weisner as Tax Administrator for Cabarrus <br />County. <br /> <br />(G) APPOINTMENTS TO BOARDS AND COMMITTEES <br /> <br />No appointments were scheduled. <br /> <br />(H) INFORMAL PUBLIC COMMENTS <br /> <br /> At 9:55 p.m., Chairman Freeman opened the meeting for Informal Public <br />Comments. <br /> <br /> Mrs. Mary White Morrison, resident of Georgia and owner of property in <br />Cabarrus County, stated the need for more schools in Cabarrus County. <br /> <br /> There was no one else present to address the Board, and Chairman <br />Freeman closed that portion of the meeting. <br /> <br />(I) COMMISSIONERS DISCUSSION & RESPONSE TO INFORMAL PUBLIC COMMENTS <br /> <br /> Commissioner Carpenter stressed the need to resolve the convention <br />center issue, either for or against, at the meeting on July 28. <br /> <br /> Commissioner Carruth commented on the importance of the Board and the <br />Concord City Council working together for the future prosperity and <br />betterment of Cabarrus County. <br /> <br /> The Board agreed to meet at 6:00 p.m. on July 28 to consider the <br />selection of an architectural firm for the jail/justice center project prior <br />to the joint meeting at 6:30 p.m. with the Concord City Council to discuss <br />the proposed convention center. <br /> <br />(J) REPORTS <br /> <br />(J-l) Notification of Rating from Three Rating Agencies for the COPS <br />(Certificates of Participation) 2003 Issue for School Construction <br /> <br /> <br />
