Commissioner Privette and Chairman <br />Freeman voted for the motion and Commissioners Carruth and Carpenter voted <br />against. <br /> <br /> There was discussion regarding the proposed density and the fact that <br />the development is split between the County and Town's planning jurisdiction. <br />Mr. Lentz advised that the Harrisburg Planning and Zoning Board was meeting <br />this date to consider that part of the subdivision located within the Town's <br />jurisdiction. <br /> <br /> Mr. Jonathan Marshall, Planning Services Director, suggested that staff <br />bring additional information, specifically a vicinity map showing the <br />location of the development and a report on action by the Harrisburg Planning <br />and Zoning Board, that would help to address concerns by the Board. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette with Commissioners Carpenter, Carruth and Privette and Chairman <br />Freeman voting for, the Board voted to reconsider the proposed Consent <br />Agreement for the Hammermill Subdivision. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette with Commissioners Carpenter, Carruth and Privette and Chairman <br />Freeman voting for, the Board voted to defer action on the Consent Agreement <br />for the Hammermill Subdivision until the next meeting. <br /> <br />(F-8) Discussion of Issues Related to Animal Control in Cabarrus County - <br /> <br />Commissioner Carpenter <br /> <br /> Commissioner Carpenter introduced discussion of animal control issues <br />and the large number of unwanted animals that are killed each year in <br />Cabarrus County. She highlighted the progress of Animal Control in recent <br />years, including the new shelter, consolidation of the city/county animal <br />control and operation of Animal Control by the Sheriff's Department. Stating <br />the need for more improvements in the area of animal control, Commissioner <br />Carpenter made the following motion: <br /> <br /> To establish an Animal Control and Preservation Task Force to <br /> look at various animal control issues such as a spay-neuter <br /> program, licensing of pets, microchipping of animals, method of <br /> euthanasia, etc., with the following suggested membership: <br /> Sheriff or designee; County Commissioner or designee; Arlene <br /> Fisher; Patsy Beeker; Don Harris; Donna Rogers; Dr. John Bingham; <br /> Bill Martin; Dr. Stewart Roberts; Health Alliance Representative; <br /> and a member appointed by each of the five Board members with <br /> Commissioner Carpenter's appointee being Lydia Carruth. Further, <br /> the Task Force will consist of 15 to 17 members with members to <br /> be added as needed to provide expertise and assist in the <br /> process. A preliminary report is due back to the Board by <br /> October 1, 2003. <br /> <br />Commissioner Privette seconded the motion and moved to approve the following <br />amendment to the motion: To instruct the Clerk to prepare a letter to <br />Representative James B. Black, Co-Speaker of the North Carolina House of <br />Representatives, requesting that Commissioner Carpenter be appointed to the <br />statewide committee that is being established to study animal control issues <br />throughout the state. Chairman Freemen seconded the motion, and the Board <br />voted unanimously to approve. <br /> <br /> The Board then voted unanimously to approve the motion by Commissioner <br /> Carpenter, including the amendment by Commissioner Privette, to establish the <br /> Animal Control and Preservation Task Force as proposed (see above). <br /> <br /> Board members were asked to submit the names of their appointees to the <br /> Task Force. <br /> <br /> (F-9) Designation of Voting Delegate and Alternate to the North Carolina <br /> Association of Counties ~ual Conference in Guilford County on August 14 - <br /> 17, 2003 <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br /> Carpenter and unanimously carried, the Board named Chairman Freeman as voting <br /> delegate and Commissioner Carruth as alternate delegate to the North Carolina <br /> Association of County Commissioners Annual Conference to be held in <br /> Greensboro on August 14 - 17, 2003. <br /> <br /> <br />
