The Board by consensus agreed to the <br />changes. <br /> <br />Joint Meetin~ with the Concord City Council <br /> <br /> At 7:02 p.m., Chairman Freeman welcomed City of Concord Mayor Scott <br />Padgett and the following City Council members to the meeting: Lamar Barrier, <br />David Phillips, James Ramseur, Randy Grimes and Alfred M. Brown, Jr. City <br />staff members present for the meeting included City Manager Brian Hiatt, City <br />Attorney Albert Benshoff; Assistant City Attorney Robert Cansler, City Clerk <br />Vickey Weant and Deputy City Clerk Jill Chunn. <br /> <br /> Mayor Scott Padgett called the meeting of the Concord City Council to <br />order. <br /> <br />Joint Resolution between Cabarrus County Board of Commissioners, Kannapolis <br />City Council and Concord City Council and Supported by the Cabarrus. Regional <br />Chamber of Commerce Requestin~ Specific Actions for Economic Disaster Relief <br /> <br /> The Cabarrus Regional Chamber of Commerce has requested adoption of a <br />Joint Resolution between the County and the cities of Concord and Kannapolis. <br />The Resolution lists seven specific actions to assist in providing economic <br />disaster relief in Cabarrus County. <br /> <br /> The Concord City Council unanimously voted to adopt the Resolution (see <br />below) as presented. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board adopted the following <br />Resolution. <br /> <br />Resolution No. 2003-24 <br /> <br /> A JOINT RESOLUTION BETWEEN CABARRUS COUNTY BOARD OF COMMISSIONERS, <br /> KANNAPOLIS CITY COUNCIL, AND CONCORD CITY COUNCIL AND <br />SUPPORTED BY THE CABARRUS REGIONAL CHAMBER OF COMMERCE REQUESTING SPECIFIC <br />ACTIONS FOR ECONOMIC DISASTER RELIEF <br /> <br />Be it hereby resolved on this day that the elected boards of Cabarrus County, <br />Kannapolis and Concord do hereby request the following: <br /> <br />Accelerate the Cabarrus County Transportation Improvement Projects. We <br />believe that action to be a crucial step which will create additional <br />local jobs and trickle down through the economy in new local <br />purchases. We also believe this will allow products to get to market <br />quicker. We know that road construction attracts new capital investment <br />and we need that economic stimulus. The Kannapolis Westside Bypass and <br />1-85 project through Cabarrus County are priorities for us. <br /> <br />2 o <br /> <br />Market the Pillowtex operation as a new economic development project <br />and incentivize a potential buyer (who will operate the company) for <br />the Pillowtex assets with the same incentives the State would offer to <br />a company that would be considering a relocation to North Carolina. <br />Tie the incentives to new investment and jobs created. If those <br />incentives could be paired with Federal and local incentives, perhaps <br />the company could be saved and jobs restored and people put back to <br />work. We recognize this may only be a stop gap measure and other <br />issues related to the future of the textile industry must continue to <br />be addressed. There is an urgency here because the bankruptcy judge <br />will consider the Pillowtex case in early September. This incentive <br />package must be included in the Pillowtex package to be considered by <br />the judge. <br /> <br />Move Cabarrus County immediately from a Tier 5 County to a Tier 1 <br />County providing further economic incentive relief. <br /> <br />Outline steps local leaders can take to heighten our economic disaster <br />situation so that FEMA assistance will receive further consideration <br />from the Federal Government. <br /> <br /> <br />
