August 11, 2003 Page 221 <br /> <br />5o <br /> <br />Convene a Conference Committee during the proposed Special Session <br />later this year to address additional short term relief efforts and <br />long term solutions to the economic disaster experienced by Rowan, <br />Cabarrus and other North Carolina counties. One focus of the <br />Conference Committee could be job creation and expansion in a post <br />textile North Carolina economy. <br /> <br />Release $225,000 in CDBG funds for an Economic Recovery Planning Grant <br />to the City of Kannapolis so that a study of future uses for the 158 <br />acre Pillowtex site in the heart of Kannapolis can be completed. <br />Secretary Fain spoke of these funds while he was here last week. <br /> <br />Issue a Call For Employers to participate in the Cabarrus Regional <br />Chamber's HOPE (Help and Opportunities for Potential Employment) Job <br />Fair August 14, 2003 at Lowe's Motor Speedway. Over 75 regional <br />employers have agreed to participate and we need more than 100. We're <br />hoping to put hundreds of people in jobs this week. The Pet Pantry <br />will distribute donated pet food to former Pillowtex employees and others who <br />are out of work. <br /> <br />Discussion with Concord City Council Regarding the Proposed Convention Center <br /> <br /> Mayor Padgett read a prepared statement regarding the proposed <br />convention center. He addressed a number of issues, including the involvement <br />by John Q. Hammons in the convention center project, the creation of new <br />jobs, the importance of tourism and what the community can do to compete with <br />other areas to bring economic development to Cabarrus County. According to <br />Mayor Padgett, the convention center and hotel would add value and attract <br />jobs to Cabarrus County. <br /> <br /> Mr. Day distributed to the City Council members a copy of the changes <br />to the Interlocal Agreement that had been agreed to by the Board earlier in <br />the meeting. He reviewed each of the changes and responded to questions by <br />the City Council. <br /> <br /> City Council members and staff raised questions and concerns regarding <br />several of the proposed changes to the Interlocal Agreement, including the <br />following: Section 2. (b)- Board approval requirement; Section 3.d.(6) - <br /> <br /> <br />
