August 18, 2003 Page 224 <br /> <br />(E-l) Proclamation - Litter Sweep 2003 (September 13-28, 2003) <br /> <br /> UPON MOTION of Commissioner Prlvette, seconded by Vice Chairman Suggs and <br />unanimously carried, the Board adopted the following Proclamation. <br /> <br /> LITTER SWEEP 2003 <br /> A PROCLAMATION <br /> <br /> W}{ERE~, the North Carolina Department of Transportation annually organizes <br />a fall state roadside litter cleanup to ensure clean and beautiful roads in North <br />Carolina; and <br /> <br /> WHEREAS, the Fall 2003 LITTER SWEEP roadside cleanup will take place <br />September 13 - 28, 2003 and encourage civic and professional groups, churches, <br />schools, families, businesses and individual citizens to participate by <br />organizing cleanups in their communities; and <br /> <br /> WHEREAS, the LITTER SWEEP cleanup will educate and encourage the children <br />of Cabarrus County regarding the importance of a clean environment to the quality <br />of life for the citizens of this county; <br /> <br /> WHEREAS, the cleanup will raise awareness of the need for cleaner <br />roadsides, emphasize the importance of not littering, and encourage recycling of <br />solid wastes; and <br /> <br /> WHEREAS, the 2003 fall cleanup will celebrate the 15th anniversary of the <br />North Carolina Adopt-A-Highway program and the thousands of volunteers who <br />contribute their time and labor year round to keep our roadsides clean. <br /> <br /> NOW, THEREFORE, the Cabarrus County Board of Commissioners does hereby <br />proclaim September 13 - 28, 2003, as "LITTER SWEEP" time in Cabarrus County, and <br />urge all citizens to participate in making our roadsides clean and reducing and <br />recycling solid wastes. <br /> <br />This the 18th day of August 2003. <br /> <br />/s/ Robert M. Freeman, Chairman <br />Board of Commissioners <br /> <br />(E-2) Proclamation - Family Day 2003 (September 22, 2003) <br /> <br /> The National Center on Addiction and Substance Abuse at Columbia University <br />has requested support with Family Day - A Day to Eat Dinner With Your Children. <br />This is a national effort to promote and encourage family dinners as an effective <br />way to reduce substance abuse among children and teens throughou~ America. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Suggs and <br />unanimously carried, the Board adopted the following Proclamation. <br /> <br />FAMILY DAY - A DAY TO EAT DINNER WITH YOUR CHILDREN <br />2003 <br /> A PROCLAMATION <br /> <br /> WHEREAS the use of illegal drugs and the abuse of alcohol and nicotine are <br />among the greatest threats to the well-being of America's children; <br /> <br /> WHEREAS, surveys conducted by the National Center on Addiction and <br />Substance Abuse have consistently found that children and teenagers who routinely <br />eat dinner with their families are far less likely to use illegal drugs, tobacco <br />products and alcohol; and <br /> <br /> WHEREAS, meal times offer opportunities for families to spend time <br />together, providing a basic structure that strengthens and encourages lasting <br />relationships; and <br /> <br /> WHEREAS, teenagers who virtually never eat dinner with their families are <br />72 percent more likely than the average teenager to use illegal drugs, tobacco <br />products and alcohol; and <br /> <br /> WHEREAS, teenagers who usually eat dinner with their families are 31 <br />percent less likely than that average teenager to use illegal drugs, tobacco <br />products and alcohol; and <br /> <br /> WHEREAS, parental influence is known to be one of the most crucial factors <br />in determining the likelihood of substance abuse by teenagers, and family dinners <br />have long constituted a substantial pillar of family life in America. <br /> <br /> NOW, THEREFORE, the Cabarrus County Board of Commissioners hereby proclaims <br />September 22, 2003, as "FAMILY DAY - A DAY TO EAT DINNER WITH YOUR CHILDREN" in <br /> <br /> <br />
