August 18, 2003 Page 227 <br /> <br />WHEREAS, intergovernmental cooperation, on a regional basis, is essential to any <br />effort to protect and preserve the natural environment; and <br /> <br />WHEREAS, the protection and preservation of natural resources within Cabarrus <br />County and the greater region are essential to the general health, safety, and <br />welfare of community and regional residents; and <br /> <br />WHEREAS, improper management of natural resources is contrary to the ideals of <br />a healthy, economically vital and aesthetically pleasing community and region; <br /> <br />NOW THEREFORE, BE IT RESOLVED, that the County of Cabarrus adopts this resolution <br />in support of SEQL: Sustainable Environment for Quality of Life; and <br /> <br />BE IT FURTHER RESOLVED that the County of Cabarrus through its comprehensive and <br />all other planning efforts, will seek to implement sound environmental planning <br />principles in a manner that furthers the efforts of SEQL to the benefit of the <br />County and regional citizens. <br /> <br />Adopted this 18th day of August, 2003. <br /> <br />/s/ Robert M. Freeman <br /> <br />Chairman, Cabarrus County <br />Board of Commissioners <br /> <br />(F) NEW BUSINESS <br /> <br />(F-l) Schedules of Standards and Rules for 2004 Revaluation <br /> <br /> Mr. Brent Weisner, Tax Administrator, presented the proposed Present Use <br />Schedule of Values and the Market Value Schedule of Values for the 2004 <br />Revaluation. He gave a brief overview of the proposed Schedules along with the <br />required procedure and timetable for adoption of the Schedules of Values. <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Suggs and <br />unanimously carried, the Board set a public hearing on September 15, 2003 at 6:30 <br />p.m. (or as soon thereafter as persons may be heard) on the proposed Market and <br />Present Use Schedules of Values for the 2004 Revaluation as submitted by the Tax <br />Administrator. <br /> <br />(F-2) Urgent Repair Program - Kelly Sifford <br /> <br /> Ms. Kelly Sifford, Community Development Manager, reported that the North <br />Carolina Housing Finance Agency has announced the availability of up to <br />$75,000.00 per jurisdiction for the Urgent Repair Program. This program allows <br />the staff to make one urgent repair per household up to $3,500.00 per unit. <br />Typical repairs include roof replacements, electrical work, handicapped <br />accessibility, etc. This program will be available countywide, with the <br />exceptions of the cities of Concord and Kannapolis, which will be making separate <br />applications. A $15,000.00 local match is required. <br /> <br /> UPON MOTION of Chairman Freeman, seconded by Commissioner Carruth and <br />unanimously carried, the Board authorized staff to apply for the Urgent Repair <br />Program grant and authorized $15,000.00 in local match funds for the grant. <br /> <br />(F-3) Cabarrus County Arena and Events Center - Satellite Parking <br /> <br /> Mr. Mike Downs, Public Safety Services Director, reported that the original <br />contract with Ervin Grading to construct three additional parking lots at the <br />Arena and Events Center included only grass cover. Stating the parking lots <br />cannot be used during the upcoming Fair if it rains, he recommended that the <br />three lots consisting of approximately 8.25 acres be covered with four inches of <br />gravel. This will add 900 new parking spaces for the 2003 Fair.
