In preparing the annual salary plan submission for State approval, it was
discovered that the correct grade should be 78 to allow for the required
differential between positions. This correction requires no additional County
expense.

UPON MOTION of Commissioner Carpenter, seconded by Commissioner Carruth and
unanimously carried, the Board approved the request that the position of County
Social Services Deputy Director, Grade 77, be corrected to Grade 78.

(E-11) Increase Funding for Parks and Recreation Matching Incentive Grant Program

The Parks and Recreation Matching Incentive Grant Program provides seed
money for civic and community groups to construct, improve or acquire
recreational and park facilities in the county. County funding for this program
is usually $100,000.00 per year. This is the second consecutive year, however,
that County funding has been reduced by 50 percent.

UPON MOTION of Commissioner Carpenter, seconded by Commissioner Carruth and
unanimously carried, the Board approved the following action: (1) Increase the
Matching Incentive Grant funding from $50,000.00 to $75,000.00 in FY 2004 and
adopt the following budget amendment; (2) Instruct the Parks and Recreation
Commission to reconsider its award recommendations based on the new $75,000.00
funding level using the current project priority scoring system; and (3) Instruct
the Parks and Recreation Commission to review the project priority scoring system
and submit recommended changes to the Board of Commissioners.

BUDGET REVISION/AMENDMENT REQUEST
DEPARTMENT OF Parks and Recreation
AMOUNT: $25,000.00
TYPE OF ADJUSTMENT: Transfer Between Departments/Funds
PURPOSE OF REQUEST: To increase Incentive Grant Funds as proposed by Richard
Suggs, CCBOC Liaison to Cabarrus County Parks and Recreation Commission.

Present
Account No. Approved Budget
00198110 9831 0154 $50,000.00
Matching Grants UF
00191910 9660 $200,000.00
Commissioners Contingency

Increase Decrease

$25,000.00

$25,000.00

Revised Budget

$75,000.00

$175,000.00

(E-12) Urgent Repair Program Assistance Policy

The Assistance Policy for the Urgent Repair Program is required for the
grant and describes who is eligible for the program, in what order they will be
addressed, and complaint or dispute procedures.

UPON MOTION of Commissioner Carpenter, seconded by Commissioner Carruth and
unanimously carried, the Board adopted the Urgent Repair Program Assistance
Policy as submitted by Ms. Kelly Sifford, Community Development Manager, and
included in the Agenda.
