<br />Harrisburg Youth League is an active partner in this project with its purchase
<br />of additional acreage and donation of funds toward this building. The following
<br />bids were received on September 24, 2003 for the construction of the multipurpose

<br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carpenter
<br />and unanimously carried, the Board awarded the construction contract for the
<br />Harrisburg School/Park Multipurpose Building to the overall low bidder, Deconti,
<br />Odden & Griffin, in the amount of $187,568.00; and approved the construction
<br />funding agreement with the Harrisburg Youth League to accept its donation of
<br />$37,618.00 for the building cost. Further, the Board authorized the County
<br />Manager to execute the construction contract with Deconti, Odden & Griffin and
<br />the construction funding agreement with Harrisburg Youth League.

<br />III Position and Adoption of Related Budget Amendment

<br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carpenter
<br />and unanimously carried, the Board approved the new Social Worker III position
<br />in the Child Foster Care Services Program at the Department of Social Services
<br />and adopted the following budget amendment.

<br />TYPE OF ADJUSTMENT: Supplemental Request
<br />PURPOSE OF REQUEST: Establish Position 630004 a Social Worker III position in the
<br />Child Foster Care Services Program at DSS. The number of children in foster case
<br />has increased. The position is needed to meet the recommended State standard of
<br />15 children per worker. The Agency has used temporary assignment of workers from
<br />other program areas, extended services of temps assigned to cover vacant
<br />positions and supervisors have carried partial caseloads. The County will meet
<br />the required Maintenance of Effort (MOE) requirement of $1,297,408; therefore,
<br />100% reimbursed from federal TANF funds.

<br />(F-14) Cabarrus County Transportation Services (CCTS) Contract

<br /> Cabarrus County Human Service Transportation Contractor, Mid-State
<br />Transport, Inc., has notified the County of its intention to offer for sale its
<br />holdings, which include Mid-State Transport, Inc., Mecklenburg County and
<br />Cabarrus County Human Services contract. Cabarrus County has notified Mid-State
<br />Transport, Inc. principals that effective December 7, 2003, all contracts held
<br />with Cabarrus County including but not limited to the CCTS human service
<br />transportation and non-emergency medical transportation franchise will be
<br />terminated.

<br />and unanimously carried, the Board authorized the County Manager to begin an
<br />analysis of performing all functions of the CCTS system as a County entity,
<br />including financial and logistical components necessary to complete this task.
