October 20, 2003 Page 275 <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette and <br />unanimously carried, the Board voted to recuse Commissioner Carpenter from <br />discussion regarding the lease on the First Union Bank Building. <br /> <br /> Commissioner Carpenter left the Conference Room. <br /> <br /> Mr. Day reported that First Union Bank wishes to terminate its lease for <br />the bank space of the First union Building. The cost for the remainder of the <br />lease that ends October 31, 2005 totals $69,262.00. The Bank has offered to pay <br />$50,000.00 and to terminate the lease effective October 31, 2003. <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette with <br />Commissioners Carruth and Privette, Chairman Freeman and Vice Chairman Suggs <br />voting for, the Board authorized the termination of the lease for the bank space <br />in the First Union Building effective October 31, 2003 and a payment of <br />$50,000.00 to Cabarrus County. <br /> <br /> Commissioner Carpenter returned to the Conference Room and was present for <br />the remainder of the meeting. <br /> <br /> Mr. Day reported there had been several inquiries from persons interested <br /> in purchasing the First Union Building. <br /> <br /> After discussion, the Board agreed by consensus that it would consider the <br /> sale of the First Union Building and authorized the County Manager to negotiate <br /> with interested parties and come back with proposals for the purchase of the <br /> building. <br /> <br />Work Session - Personnel Matters <br /> <br /> Mr. Day asked the Board to schedule a work session on personnel matters. <br />The Board agreed by consensus to meet at 6:30 p.m. on Monday, October 27, at Camp <br />Spencer. <br /> <br />Chamber of Commerce Request <br /> Mr. Day presented a request from John Cox, CEO of the Cabarrus Regional <br />Chamber of Commerce, for the County to contribute $1,000.00 towards expenses for <br />the Chamber's attendance at the Performance Racing Industry Trade Show on <br />December 4-6, 2003. The Board by consensus denied the request. <br /> <br />Holiday Tree Contest <br /> Mr. Day requested direction as to the continuation of the School Holiday <br />Tree Decorating Contest held annually in the Governmental Center lobby. Only ten <br />schools participated in the 2002 contest. There has been discussion regarding <br />the possibility of replacing the tree contest with a wreath contest or hosting <br />some activity to collect food, gifts, etc. for the unemployed in the community. <br /> After discussion, the Board by consensus agreed to continue the Holiday <br />Tree Contest for 2003. <br /> <br />Recess of Meeting <br /> UPON MOTION of Vice Chairman Suggs, seconded by Commissioner Carpenter and <br />unanimously carried, the Board voted to recess the meeting at 1:05 a.m. until <br />6:30 p.m. on Monday, October 27, 2003, in the dining hall at Camp Spencer, 3155 <br />Foxford Road, Concord. <br /> <br />Clerk to the Board <br /> <br /> <br />
