Freeman <br /> <br />Chairman, Board of Commissioners <br /> <br />(H-11) Presentation by Cabarrus County Schools <br /> <br /> Ms. Liz Poole, Cabarrus County School Board Chair, commented briefly on the <br />November 20th meeting of the Board of Education, Board of Commissioners, various <br />city council members and planning and zoning staff. At that time the Schools had <br />presented data on the impact that current growth has had and will have on County, <br />Schools and a picture of school facility needs for the next five years. Ms. <br />Poole stated the Board of Education is looking forward to a work session on <br />January 13tn when the two boards can discuss in more detail the school needs and <br />the possibility of a bond referendum to meet those needs. In conclusion, she <br />stressed the importance of the two boards and the public working together to <br />address school needs. <br /> <br /> Mr. Day confirmed that a work session is scheduled on January 13th at 6:30 <br />p.m. in the Cabarrus Room at the Arena. The Board will meet at that time with <br />the Cabarrus County Board of Education, the Kannapolis City Board of Education <br />and representatives from Rowan-Cabarrus Community College to discuss facility <br />needs. <br /> <br /> Commissioner Carruth presented his response to an email from George Douglas <br />regarding the estimated $139 million to fund school construction needs. He <br />reviewed the growth in Cabarrus County and its impact on the schools, the use of <br />Certificates of Participation funding to build new schools, the County's bond <br />rating, the residential building industry in Cabarrus County and the current <br />County budget. Commissioner Carruth addressed the need for all to work together <br />to find a solution that ensures a solid educational opportunity for the children, <br />that maintains the fiscal integrity of the County and that the quality of life <br />and economic prosperity in the community remains strong. Finally, he stated his <br />support for a school bond referendum. <br /> <br /> Commissioner Privette advised that the issuance of bonds for infrastructure <br />such as the construction of schools would not jeopardize the County's bond <br />rating. <br /> <br />(I) APPOINTMENTS TO BOARDS AND d0MMITTEES <br />(I-1) Juvenile Crime Prevention Council <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Privette <br />and unanimously carried, the Board appointed Kannapolis Police Officer Terry <br />Triplett to the Kannapolis Chief of Police designee position on the Juvenile <br />Crime Prevention Council for a term ending June 30, 2005. <br /> <br />(I-2) Tourism Au%hority <br />(I-3) Parks and Recreation Commission <br />(I-4) Department of Aging Advisory Board <br />(I-5) Centralina Council of Governments (Delegate and Alternate) <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Privette <br />and unanimously carried, the Board deferred the appointments to the Tourism <br />Authority, Parks and Recreation Commission, Department of Aging Advisory Board <br />and the Centralina Council of Governments until the meeting on December 22, 2003. <br /> <br /> <br />
