December 15, 2003 Page 329 <br /> <br />(J) REPORTS <br /> <br /> The following reports were received as a part of the Agenda: (J-l) Vacant <br />Position Report; (J-2) Update for the Justice Facilities Project; and (J-3) <br />Parks and Recreation Department Annual Report. <br /> <br />(K) GENERAL COMMENTS BY BOARD MEMBERS <br /> <br /> Commissioner Carpenter commented on the holiday season and the many caring <br />people in Cabarrus County. She described the efforts by Midland resident Pat <br />Cranford who took the time to assist a vehicle accident victim until rescue <br />personnel could arrive. <br /> <br /> Board members extended "Happy Holiday" wishes to the citizens of Cabarrus <br />County. <br /> <br />(L) WATER & SEWER DISTRICT OF CABARRUS COUNTY - REGULAR MEETING <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Privette <br />and unanimously carried, the Board recessed the meeting of the Board of <br />Commissioners until the conclusion of the meeting of the Water and Sewer District <br />of Cabarrus County. <br /> <br /> At the conclusion of the Water and Sewer District meeting, Chairman Freeman <br />reconvened the meeting of the Board of Commissioners. <br /> <br />(M) CLOSED SESSION <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette and <br />unanimously carried, the Board moved to go into Closed Session to discuss <br />personnel matters; to discuss matters relating to the location or expansion of <br />industries or other businesses in Cabarrus County, specifically Westwinds <br />Business Park and the former First Union Bank Building; and to consult with the <br />County Attorney to preserve the attorney-client privilege and to discuss pending <br />or threatened litigation as authorized by. North Carolina General Statute 143- <br />318.11(a) (6) (4) (3). <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Privette <br />and unanimously carried, the Board moved to come out of the Closed Session. <br /> <br />Former First Union Bank Buildin~ <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette and <br />unanimously carried, the Board directed staff to advertise for proposals for the <br />sale of the former First Union Bank Building and to have an appraisal completed <br />for the property. ~ <br /> <br />Recess of Meeting <br /> <br /> There being no further business to come before the Board, Chairman Freeman <br />recessed the meeting at 10:33 p.m. until 6:30 p.m. on Monday, December 22, 2003, <br />in the Commissioners' Meeting Room. <br /> <br />Clerk to the Board <br /> <br /> <br />
