December 15, 2003 Page 312 BUDGET REVISION/AMENDMENT REQUEST DEPARTMENT OF Social Services AMOUNT: $13,629.00 TYPE OF ADJUSTMENT: Supplemental Request PURPOSE OF REQUEST: The Federal Adoption Incentive Grant provides funding to county social services agencies across the state for their role in assisting the N.C. Division of Social Services in surpassing the baseline number of finalized adoption during previous fiscal year. The agency has received a Federal Adoption Incentive Grant of $13,629. These funds are provided to supplement adoption services. The agency has a current backlog of 17 adoption cases and has chosen to use these funds to engage a contracted part-time temporary Social Worker III to assist with finalizing the adoptions. Since the occupancy tax remains at five percent, it is necessary to reduce the budget by $166,934.00. This reduction has been approved by the Tourism Authority. UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth and unanimously carried, the Board adopted the following budget amendment. BUDGET REVISION/AMENDMENT REQUEST DEPARTMENT OF Cabarrus County Tourism Authority AMOUNT: $166,934.00 TYPE OF ADJUSTMENT: Supplemental Request PURPOSE OF REQUEST: Reduction of Occupancy Tax revenue and Convention Center expense applicable to the FY 2004 Cabarrus County Tourism Authority Budget. The Cabarrus County Board of Commissioners tentatively agreed to increase the Occupancy Tax rate from five cents ($.05) to six cents ($0.06) with the adoption of the FY 2004 Budget; however, the Board has not approved the rate increase constituting additional revenues of $166,934. The document was created by representatives from all of the counties in the district and is available for review in the Cabarrus County Department of Commerce. UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth and unanimously carried, the Board adopted the following Resolution. Resolution No. 2003-36 RESOLUTION OF SUPPORT FOR THE 8TM CONGRESSIONAL DISTRICT COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGY WHEREAS, the County of Cabarrus, North Carolina is a member of the 8th Congressional District Comprehensive Economic Development Strategy (CEDS) Committee; and, WHEREAS, the specific responsibility of the 8~n Congressional District CEDS Committee was to prepare CEDS; and, WHEREAS, the CEDS Committee has completed work on and endorsed a CEDS. THEREFORE BE IT RESOLVED, that the Board of Commissioners of Cabarrus County hereby endorses the 8th Congressional District CEDS as a tool to direct economic development efforts which will benefit the entire 8~n Congressional District.
