December 22, 2003 Page 330 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, December 22, 2003, <br />at 6:30 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Richard D. Suggs <br /> Commissioners: Carolyn B. Carpenter <br /> Robert W. Carruth <br /> Coy C. Privette <br /> <br /> Also present were Mr. John D. Day, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the <br />Board. <br /> <br /> Chairman Freeman called the meeting to order at 6:37 p.m. and gave the <br />invocation. <br /> <br />Vice Chairman Suggs led the Pledge of Allegiance. <br /> <br />Organization of the Board <br /> <br /> Chairman Freeman turned the meeting over to the County Manager. <br /> <br /> Mr. Day called for nominations for Chairman of the Board. <br /> <br /> Commissioner Privette nominated Commissioner Freeman for Chairman. <br />Commissioner Suggs seconded the nomination. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board by acclamation elected Commissioner <br />Freeman as Chairman. <br /> <br /> Chairman Freeman thanked the Board members for their continued support. <br /> <br /> Mr. Day turned the meeting over to Chairman Freeman who presided over <br />the remainder of the meeting. <br /> <br /> chairman Freeman called for nominations for Vice Chairman. <br /> <br /> Commissioner Privette nominated Commissioner Suggs for re-election as <br /> <br />Vice Chairman. <br /> <br /> Commissioner Carruth nominated Commissioner Carpenter for Vice <br />Chairman. <br /> <br />Both Commissioner Suggs and Commissioner Carpenter stated their <br />interest in serving as Vice Chairman. <br /> <br />vote: <br /> <br />The Board elected Commissioner Suggs as Vice Chairman by the following <br /> <br />Voting for Commissioner Suggs: Commissioners Privette and Suggs and <br /> Chairman Freeman <br />Voting for Commissioner Carpenter: Commissioners Carruth and Carpenter <br /> <br />Budget Amendment <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board adopted the following budget amendment <br />appropriating funds for the remodeling of the former Cabarrus County School <br />Administration Building. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF COUNTY MANAGER <br />AMOUNT: $180,000.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: Appropriate funds for the remodeling of a portion of the <br />former Cabarrus County School Administration Building to be used by Rowan <br />Cabarrus Community College for their Adult Heating and Air Conditioning <br />Program.
