February 18, 2002 Page 281 <br /> <br /> WHEREAS, Medicaid related expenditures for the citizens of Cabarrus County <br />are projected to increase $245,212 for FY 2002, bringing the total Medicaid costs <br />for Cabarrus County to over $5 million for the current budget year; and <br /> <br /> WHEREAS, the withholding of State reimbursements, with less than five <br />months remaining in the fiscal year, will force Cabarrus County to look closely <br />at its operational budget and to delay a number of capital projects, such as park <br />projects and building renovations; and <br /> <br /> WHEREAS, the State should not penalize Cabarrus County and other local <br />governments for the State's fiscal problems and should not attempt to balance the <br />State's budget on the backs of counties and cities throughout North Carolina. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners urges Governor Michael F. Easley not to withhold the payment of <br />inventory tax reimbursements and the state elderly/disabled property tax <br />exemption reimbursements scheduled for FY 2002; and <br /> <br /> BE IT FURTHER RESOLVED that a copy of this Resolution be sent to Governor <br />Easley, the local legislative delegation for Cabarrus County and the North <br />Carolina Association of County Commissioners. <br /> <br />Adopted this the 18th day of February, 2002. <br /> <br />/s/ Robert M. Suggs, Commissioner <br /> <br /> Vice Chairman Carruth stated each citizen in North Carolina should hold <br />his/her legislator accountable. He commended the members of the County's local <br />legislative delegation for their work on behalf of Cabarrus County. By general <br />consensus, the Board concurred with Vice-Chairman Carruth's comments. <br /> <br />Request for Approval of Millikan Architecture, Inc. to Design Five Auxiliar~ Gyms <br />for the Cabarrus County Schools <br /> <br /> The Board received the correspondence dated February 12, 2002, from Joe <br />Sides, Construction Manager with the Cabarrus County Schools, reporting the <br />School Board's selection of Milligan Architecture to design the five auxiliary <br />gyms. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Fennel and <br />unanimously carried, the Board approved the Cabarrus School Board's selection of <br />Milligan Architecture, Inc. for the design of the five auxiliary gyms at a fee <br />of $104,000.00 and approved proceeding ahead with the architectural design phase <br />for the five gyms. Further, the Board authorized funding of the design work for <br />the gyms in accordance with the Certificates of Participation (COP's) financing <br />requirements, and with the architectural fees to be reimbursed to Cabarrus County <br />when the COP's are sold. <br /> <br />Financing for a, New Kannapolis Middle School <br /> <br /> Commissioner Privette introduced discussion of funding for a new middle <br />school in the Kannapolis School system. He commented on the crowded conditions <br />at the current middle school, the lack of space to place more mobile units at the <br />middle school site and the growth that is occurring in the new subdivisions in <br />Kannapolis. <br /> <br /> Commissioner Privette made a motion, seconded by Commissioner Suggs, to <br />add approximately $13 million to the Certificates of Participation (COP's) <br />financing for a new middle school in the Kannapolis School system with Rowan <br />County to pay approximately 25 percent of the costs. <br /> <br /> There was discussion about the school facility needs in Kannapolis, <br />including the following issues: (1) justification of need for the new middle <br />school; (2) funding participation by Rowan County; (3) the return of some <br />students to Cabarrus County Schools when capping is removed; and (4) the <br />condition of some of the Kannapolis School facilities. Board members commented <br />on the need to provide adequate school facilities for students in the Kannapolis <br />City Schools as well as those in the Cabarrus County Schools. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette and <br />unanimously carried, the Board tabled the proposal to add $13 million to the <br />COP's financing package for a new middle school in the Kannapolis School system <br />until the work session on. February 25. Further, the Board asked that Kannapolis <br />City School officials be present at that meeting with information about the <br />school needs in Kannapolis. <br /> <br /> <br />
