February 25, 2002 Page 283 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Monday, February 25, 2002, at 6:30 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Robert W. Carruth <br /> Commissioners: Arne L. Fennel <br /> Coy C. Privette <br /> Richard D. Suggs <br /> <br /> Also present were Frank W. Clifton, Jr., County Manager; John Day, <br />Deputy County Manager for Operations; Blair D. Bennett, Deputy County Manager <br />for Administration; Mike Downs, Development Services Director; Don Cummings, <br />Human Resources Director; Mark Chappuis, Expo General Manager; Pam Dubois, <br />Assistant Finance Director; and Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Freeman called the meeting to order at 6:35 p.m. <br />Commissioner Privette gave the invocation. <br /> <br />Visit to the Expo Site <br /> <br /> Mr. Clifton proposed that the Board visit the Expo site on March 11, <br />2002 prior to a scheduled dinner meeting with the Mecklenburg County Board of <br />Commissioners at 6:30 p.m. <br /> <br /> The Board agreed to meet at the Governmental Center at 5:00 p.m. on <br />March 11 to travel by van to the Expo site. If it is raining, the trip will <br />be cancelled. <br /> <br />Approval of the Agenda <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board approved the Agenda as submitted. <br /> <br />Mental Health Association Program Grant Application Endorsement <br /> <br /> Ms. Liz Jordak, Executive Director of the Mental Health Association for <br />Mecklenburg and Cabarrus counties, reported a serious need in Cabarrus County <br />for housing for persons with mental illness. To address that need, the <br />Association is seeking funding from the United States Department of Housing <br />and Urban Development (HUD) for a new group home to serve six persons. <br /> <br /> Mr. Chuck Hill, Director of the Piedmont Behavioral Healthcare - <br />Cabarrus Center, commented on the 'importance of stable housing for persons <br />with mental illness. <br /> <br /> Mr. Billy Philpot of the United Way of the Central Carolinas endorsed <br />the proposed new group home in Cabarrus County. He indicated that United Way <br />funding would be involved in the project. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Fennel <br />and unanimously carried, the Board authorized the following letter to John <br />Tote, Executive Director of the Mental Health Association of North Carolina, <br />endorsing the Association's application for funding. <br /> <br />Cabarrus coUnty recognizes the need in our community' for housing <br />for persons with disabilities, especially the mentally ill. The <br />Mental Health Association serving Cabarrus and Mecklenburg <br />Counties (MHA) has a successful history in establishing housing <br />for this population. <br /> <br />Supervised housing is an important component of a quality <br />continuum of care for persons with mental illness. The Cabarrus <br />County Board of Commissioners heartily supports the Mental Health <br />Association's application to the United States Department of <br />Housing and Urban Development for funding support for a group <br />home to serve persons with mental illness. We understand Piedmont <br />Behavioral Healthcare - Cabarrus Center will serve the residents <br />to the extent of available resources. <br /> <br />You are encouraged to <br />consideration. Please <br />insight in this regard. <br /> <br />give the MHA's application favorable <br />advise if we can provide additional <br /> <br /> <br />
