February 25, 2002 Page 284 <br /> <br />Voices and Choices Resolution <br /> <br /> Adam Hines, M.P.H., M.S., Cardiovascular Health Program Manager with <br />the Cabarrus Health Alliance, presented a proposed "Quality of Life" <br />Resolution for the Board's consideration. A regional organization, Voices <br />and Choices, is encouraging each local government to show support for the <br />organization's Quality of Life initiative. <br /> <br /> Vice Chairman Carruth reported that he and Commissioner Privette worked <br />with Mr. Hines on the proposed Resolution, which is specific to Cabarrus <br />County. He stated the Resolution would be on the March 18tn agenda for the <br />Board's consideration and asked that Board members let him know of any <br />comments/concerns prior to that meeting. <br /> <br />Kannapolis City Schools Facility Request <br /> <br /> The following members of the Kannapolis Board of Education were present <br />for the meeting: Chairman Lee Efird. and members Charles Mitchell, Doris <br />Buchanan, Danita Rickard and Millie Hall. Also present were Dr. Jo Anne <br />Byerly, School Superintendent, and Will Crabtree, Director of Business <br />Operations. <br /> <br /> Mr. Efird called the School Board meeting to order and expressed <br />appreciation for the opportunity to meet with the County Commissioners. <br /> <br /> Dr. Byerly outlined the following facility needs for the Kannapolis <br />City Schools, including a cost estimate and breakdown of funding for each <br />project. <br /> <br />(1) <br /> <br />New Middle School - There is a lack of Space for the growing student <br />population at the existing middle school and lack of property at the site <br />makes it difficult to place additional mobile classroom units at the <br />school. Further, there are concerns about the outdated gymnasium and the <br />media center at the middle school. Total Cost $14,000,000.00, including <br />$10,640,000.00 from Cabarrus County (76 percent) and $3,360,000.00 from <br />Rowan County (24 percent). <br /> <br />(2) <br /> <br />Shady Brook Elementary Wing Addition - Student population continues to <br />increase, storage and custodial supply closets are used as classrooms and <br />art and music classes operate from a cart. Total cost - $980,640.00, <br />including $334,886.00 from Cabarrus County (76 percent), $105,754.00 from <br />Rowan County (24 percent) and $540,000.00 from Kannapolis City Schools. <br /> <br />(3) <br /> <br />Fred L. Wilson Wing Addition and Restrooms - Student population continues <br />to increase, there is only one girl's and one boy's restroom for 350 <br />students and the art and music classes operate from a cart. Total cost <br />$2,900,000.00, including $2,109,000000 from Cabarrus County (76 percent), <br />$666,000.00 from Rowan County (24 percent) and $125,000.00 from <br />Kannapolis Schools <br /> <br />(4) A. L. Brown High Science Wing Ground Floor - The completion of the lower <br /> floor of the science wing that was constructed in 1995 will provide <br /> needed classroom space~ Total cost $200,000.00 to be funded by <br /> Kannapolis City Schools <br /> <br />Dr. Byerly explained that the Kannapolis Schools portion of the funding would <br />be provided as follows: $780,000.00 from the sale of the Aycock School Site <br />and $85,000.00 from the Public School Building Capital Fund. She presented a <br />letter from Mike Legg, Assistant City Manager for Kannapolis, with an updated <br />review of approved residential development and projected student population <br />in the Kannapolis City School District. According to Mr. Legg's letter, the <br />overall projected impact of new residential development in the school <br />district remains "significant." <br /> <br /> There was lengthy discussion regarding the facility needs in the <br />Kannapolis City School system. Issues addressed by the Board included the <br />following: (1) Funding participation by Rowan County; (2) Growth projections <br />for the Kannapolls area and the impacts that the economy, the Pillowtex <br />situation and water shortage will have on those projections; (3) Debt service <br />associated with the issuance of the additional Certificates of Participation <br />(COP's); and (4) Impact that the removal of capping on County Schools would <br />have on the Kannapolis Middle School population (estimated by Dr. Byerly at <br />33 students). <br /> <br /> <br />
