March 11, 2002 Page 292 The Board of Commissioners for the County of Cabarrus met in recessed session at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, March 11, 2002, at 5:00 p.m. Present - Chairman: Robert M. Freeman Vice Chairman: Robert W. Carruth Commissioners: Arne L. Fennel Coy C. Privette Richard D. Suggs (part of the meetin9) Tour of the Expo Site Chairman Freeman, Vice Chairman Carruth and Commissioners Fennel and Privette traveled by van to the Expo site on Old Airport Road and Highway 49 to view construction activity. Staff members on the tour included the following: Mr. Frank Clifton, Jr., County Manager; Mr. John Day, Deputy County Manager for Operations; Mr. Mark Chappuis, Expo General Manager; and Mr. Mike Downs, Development Services Director. Also present were Mr. Richard Rubin with THE CHARLOTTE OBSERVER (Cabarrus Neighbors) and Ms. Amy Wadsworth with THE INDEPENDENT TRIBUNE. Dinner Meeting with the Mecklenburg County Board of Commissioners After the visit to the Expo site, the Board met at 6:30 p.m. with the Mecklenburg County Board of Commissioners and staff at the Union Street Bistro, 48A Union Street, South, Concord. Commissioner Suggs joined the Board during the dinner and was present for the remainder of the meeting. Mr. Clifton and Mr. Day were present for the dinner meeting along with Mr. Michael R. Burgner, Attorney with Hartsell Hartsell & White, and Mrs. Frankie F. Bonds, Clerk to the Board. The following members of the Mecklenburg County Board of Commissioners were present: Chairman H. Parks Helms, Vice Chairman Becky Carney and Commissioners Thomas Cox, Jr., Bill James, Norman A. Mitchell, Sr. Darrel Williams, Ruth Samuelson, and Jim Puckett. Mecklenburg County staff members present for the meeting included: Mr. Harry L. Jones, Sr., County Manager; Ms. Marie Shook, Assistant Manager; Mr. Bobbie Shields, Assistant Manager; Mr. Russell Crider, Deputy County Manager; and Ms. Janice Paige, Clerk to the Board. Mr. Rubin (THE CHARLOTTE OBSERVER) and Ms. Wadsworth (THE INDEPENDENT TRIBUNE) also attended the dinner meeting. Chairman Freeman called the meeting to order at 6:55 p.m. and welcomed the Mecklenburg County Board of Commissioners to Cabarrus County. Chairman Helms expressed appreciation for the invitation to come to Cabarrus County and for an opportunity to discuss regional issues that are important to the citizens of both Mecklenburg and Cabarrus counties. Those present introduced themselves prior to the dinner. general discussion by Board members and staff during the dinner. There was Mr. Clifton presented a map showing the discrepancy in the boundary between Cabarrus and Mecklenburg counties. Staff from both counties are developing a recommendation for a new line that will avoid moving residents from one county to another. This recommendation will be presented to the two boards at a later date. Recess of Meeting At 8:45 p.m., Chairman Freeman recessed the meeting for 30 minutes to be reconvened in the Multipurpose Room at the Governmental Center. Meeting at Governmental Center At 9:35 p.m., Chairman Freeman reconvened the meeting in the Multipurpose Room at the Governmental Center. Present at that time were the five Board members, Mr. Clifton, Mr. Day and Mrs. Bonds along with the following staff members: Mr. Don Cummings, Human Resources Director; Ms. Pam Dubois, Assistant Finance Director; Mr. Jim Cook, Social Services Director; and Social Services Staff Members Greg Fields, Jeanne Dixon, James Polk and Sandra Russell. Mr. Wayne Trexler, Chairman of the Social Services Board, was also present.
